Pelaksanaan manajemen trayek angkutan kota menemui berbagai permasalahan seperti belum tertibnya trayek angkutan kota di Kota Serang, kurangnya pengawasan dari Dinas Perhubungan Kota Serang, ketidak sesuaian tarif angkutan yang tertera pada Peraturan walikota Nomor 36 Tahun 2014 Tentang Tarif Angkutan Umum Penumpang di Kota Serang, serta belum tersedianya sarana prasarana angkutan kota yang memadai. Untuk mengkaji permasalahan yang muncul, peneliti menggunakan teori manajemen transportasi dalam Dr. Andriansyah. Tujuan penelitian ini untuk mengetahui sejauh mana pengelolaan terhadap trayek angkutan kota di Kota Serang dan faktor apa saja yang menyebabkan angkutan kota melanggar jadwal trayek yang telah di tetapkan. Penelitian ini menggunakan metode kualitatif desktiptif dan peneliti bertindak sebagai instrumen penelitian. Data di peroleh melalui wawancara, observasi, studi dokumentasi. Proses analisis data menggunakan model yang dikemukakan oleh Milles and Huberman. Prosedur pengujian keabsahan data dilakukan dengan triangulasi dan mengadakan member check. Hasil penelitian menunjukan bahwa Manajemen Trayek Angkutan Kota di Kota Serang belum maksimal karena kurangnya pengawasan ketat terhadap angkutan kota yang melanggar. Rekomendasi yang peneliti berikan yaitu diharapkan kepada Dinas Perhubungan untuk melakukan penyuluhan kepada para supir angkutan kota terkait manajemen trayek, agar para supir angkutan merubah perilaku sehingga diharapkan dapat mengatur trayek yang telah ditetapkan Dinas Perhubungan dengan benar. Berkoordinasi dengan Polri agar pembagian tugas dalam mengatur per lalu lintasan dan trayek angkutan berjalan dengan maksimal sehingga pelaksanaan trayek angkutan kota lebih teratur. Adanya penambahan pegawai terutama Pegawai Negri Sipil (PNS) sehingga sumber daya manusia di Dinas Perhubungan Kota Serang cukup memadai dalam mengelola angkutan kota. Mengajukan kenaikan anggaran untuk memfasilitasi sarana dan prasaran yang kurang, agar sarana untuk angkutan kota lebih memadai. Kata Kunci: Manajemen, Angkutan Umum, Trayek ABSTRACT Ilma Napiah. The management of urban transportation routes encountered various problems such as the unorderly urban transportation routes in Serang City, weak supervision from the Serang City Transportation Service, incompatibility of transportation rates stated in the Mayor's Regulation No. 36 years 2014. To examine the problems that arise, the researcher uses the transportation management theory in Dr. Andriansyah. The purpose of this study is to determine the extent to which the management of urban transportation routes in Serang City and what factors cause the number of city transportations that violate the predetermined route schedule. This research uses descriptive qualitative method and the researcher acts as the research instrument. The data were obtained through interviews, observations, documentation studies, and online data retrieval methods. The data analysis process uses the model proposed by Miles and Huberman. The procedure for testing the validity of the data is done by triangulation and conducting member checks. The results showed that the City Transport Route Management in Serang City has not been maximized due to the lack of strict supervision of violating city transportation. The recommendation that the researcher gives is to increase the number of PPNS. It is hoped that the Department of Transportation will provide counseling to city transportation drivers regarding route management, so that transportation drivers change their behavior so that they are expected to be able to regulate the routes that have been set by the Transportation Service correctly.Coordinate with the National Police so that the division of tasks in regulating traffic and transportation routes runs optimally so that the implementation of city transportation routes is better.There are additional employees, especially State Civil Servants (PNS) so that human resources at the Serang City Transportation Service are quite adequate in managing city transportation.Propose an increase in the budget to facilitate the lack of facilities and infrastructure, so that the facilities for urban transportation are more adequate.
