Abstract

Skripsi ini membahas tentang Eksistensi Peraturan Daerah Kabupaten Pandeglang No. 04 Tahun 2008 Tentang Kebersihan, Keindahan, dan Ketertiban Studi deskriptif tentang Pengaturan PKL di Alun-alun Pandeglang. Penelitian ini bertujuan untuk mengetahui bagaimana Eksistensi Peraturan Daerah No. 04 Tahun 2008 tentang Kebersihan, Keindahan, dan Ketertiban dengan studi deskriptif pengaturan PKL di Alun-alun Pandeglang. Penelitian ini dilakukan di Wilayah Alun-alun Pandeglang dengan menggunakan jenis Deskriptif Kualitiatif. Teknik pengumpulan data dilakukan melalui tahapan wawancara, observasi dan dokumentasi. Berdasarkan hasil penelitian yang dilakukan dapat disimpulkan bahwa Eksistensi Peraturan Daerah Kabupaten Pandeglang No. 04 Tahun 2008 Tentang Kebersihan, Keindahan, dan Ketertiban Studi Deskriptif tentang pengaturan PKL di Alun-alun Pandeglang tidak berjalan dengan baik, hal ini dapat dilihat dari upaya dalam penegakan Peraturan Daerah seperti tempat relokasi yang tidak strategis, tidak adanya pemberdayaan kepada para PKL yang telah direlokasi sehingga menyebabkan para PKL kembali berjualan di Alun-alun Pandeglang serta sanksi yang diberikan tidak tegas dan komunikasi antara dinas terkait tidak berjalan dengan baik.

The purpose of the research is to know how the existence of regional regulation Number 04 of 2008 about the Cleanliness, Beauty and order used to study descriptive regulation of street vendors (PKL) in Pandeglang Plaza. This research was conducted in the area of Pandeglang Plaza by using a method of descriptive qualitative. Collecting data technique used interview, observation and documentation. Based on the result of the research it can be concluded that the existence of the region regulation of Pandeglang regency Number 04 of 2008 about the Cleanliness, Beauty and Order study descriptive about the regulation of Street vendors (PKL) in Pandeglang Plaza didn’t going well, it can be seen from the efforts to enforce Regional Regulations such as non-strategic relocation sites, There is no empowerment for the street vendors who have been relocated causing the street vendors to return to selling in Pandeglang Plaza and the punishment given aren’t firm and the communication between related agencies is not going well.
