Abstract

Latar belakang penelitian ini adalah: (1) Sarana & prasarana di perpustakaan sekolah kurang memadai. (2) Membaca belum menjadi kebiasaan yang membudaya di kalangan siswa dan guru. (3) Buku panduan/pedoman program GLS belum ada padahal sudah ada sosialisasi GLS sebelumnya. (4) Tidak berjalannya kegiatan kepenulisan di mading sekolah. Penelitian ini bertujuan untuk mengetahui pelaksanaan program Gerakan Literasi Sekolah (GLS) di SD Negeri Salatuhur Kecamatan Anyar Tahun 2020 dengan menggunakan model evaluasi CIPP. Penelitian ini merupakan penelitian evaluatif dengan menggunakan pendekatan deskriptif kualitatif. Teknik pengumpulan data dilakukan dengan metode observasi, wawancara, dan dokumentasi. Analisa data menggunakan Model Miles dan HUberman dengan langkah reduksi data, penyajian data, dan penarikan kesimpulan. Triangulasi yang digunakan adalah sumber dan metode. Hasil penelitian menunjukkan bahwa: (1) evaluasi context (konteks) sudah sesuai dengan yang dikemukakan oleh Stufflebeam dikarenakan adanya dasar hukum pelaksanaan program GLS, latar belakang program GLS, relevansi kurikulum dan tujuan program GLS sudah sesuai dengan kompetensi yang diharapkan. (2) Evaluasi input (masukan) sudah sesuai dengan yang dikemukakan oleh Stufflebeam, dikarenakan adanya peserta didik, penyelenggara program, guru, materi/bahan ajar. Namun pada indikator sumber dana, dan sarana prasarana masih belum sesuai. (3) Evaluasi process (proses) ada sebagian yang belum sesuai dengan yang dikemukakan oleh Stufflebeam, yaitu pada indikator penggunaan media belajar masih dengan buku paket, buku catatan, belum menggunakan fasilitas internet dan komputer. Pada Indikator pemanfaatan perpustakaan juga belum sesuai. Karena kurang variatifnya koleksi buku bacaan sehingga jumlah pengunjung dan minat membaca perpustakaan pada tahun 2020 menurun dibanding tahun sebelumnya. (4) Evaluasi product (produk) ada sebagian yang belum sesuai dengan yang dikemukakan oleh Stufflebeam, terutama pada indikator penguasaan materi siswa serta prestasi siswa di bidang literasi yang masih sedikit.

Additional Information: The background of this research is: (1) The facilities & infrastructure in the school library are inadequate.(2) Reading has not become a cultural habit among students and teachers.(3) GLS program manual/guidelines do not exist when there has been gls socialization before.(4) There is no writing activity in the school. This research aims to find out the implementation of the School Literacy Movement (GLS) program at Salatuhur State Elementary School in Anyar District 2020 by using CIPP evaluation model..This research is evaluative research using a qualitative descriptive approach. Data collection techniques are carried out by observation, interview, and documentation methods.Analyze data using the Miles and Huberman Models with data reduction steps, data presentation, and conclusion drawing.The triangulation used is the source and method. The results showed that: (1) context evaluation (context) is in accordance with that put forward by Stufflebeam due to the legal basis of gls program implementation, gls program background, curriculum relevance and gls program objectives are in accordance with the expected competencies.(2) The evaluation of input (input) is in accordance with the submitted by Stufflebeam, due to the absence of students, program organizers, teachers, materials / teaching materials.But on indicators of the source of funds, and infrastructure facilities are still not appropriate.(3) Evaluation of process (process) there are some that have not been in accordance with the stated by Stufflebeam, namely on indicators of the use of learning media still with package books, notebooks, not yet using internet and computer facilities.In the indicator of library utilization is also not appropriate. Due to the lack of variatif collection of reading books, the number of visitors and interest in reading the library in 2020 decreased compared to the previous year.(4) Product evaluation there are some that are not in accordance with that put forward by Stufflebeam, especially on indicators of mastery of student material as well as student achievement in the field of literacy that is still few.
