Abstract

Libur panjang yang dianjurkan pemerintah untuk mencegah penyebaran virus COVID-19 tak di indahkan sebagian masyarakat Kabupaten Tangerang. Terlihat masih ada saja masyarakat yang datang ke kantor Dinas Tenaga Kerja Kabupaten Tangerang untuk membuat kartu tanda pencari kerja. Tujuan penelitian ini adalah untuk mengetahui bagaimana strategi komunikasi Dinas Tenaga Kerja Kabupaten Tangerang dalam pelayanan pembuatan kartu tanda pencari kerja dimasa pandemi COVID-19. Fokus penelitian ini untuk mengetahui strategi analisis khalayak, me�nyusun pesan, metode, seleksi dan penggunaan media serta faktor pendukung dan penghambat komunikasi dalam pelayanan pembuatan kartu tanda pencari kerja di�masa pandemi COVID-19. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Peneliti mengumpulkan data dengan ob�servasi, wawancara dan dokumentasi. Hasil dari penelitian ini adalah (1) Dinas Tenaga Kerja Kabupaten Tangerang menganalisis khalayak dengan melakukan diklat pegawai serta koordinasi dengan narasumber-narasumber Kementerian dan koordinasi dengan sekolah-sekolah (2) dalam menyusun pesan yaitu secara deduk�tif, induktif dan kronologis (3) Dinas Tenaga Kerja Kabupaten Tangerang menyam�paikan komunikasi dengan metode informatif, edukatif, pengulangan dan persuasif (4) Dinas Tenaga Kerja Kabupaten Tangerang melakukan seleksi terhadap be�berapa media berdasarkan khalayaknya, media yang digunakan yaitu media cetak dan media online (5) adanya sarana berupa Komputer/PC dan Wifi, serta didukung dengan adanya prasarana yang mengikuti protokol kesehatan menjadi faktor pen�dukung, sedangkan faktor penghambatnya terdiri dari 3 yaitu: hambatan dalam proses penyampaian pesan, hambatan dalam proses penerimaan pesan dan ham�batan fisik.

Additional Information: The government recommended long holiday to prevent the spread of the COVID�19 virus was ignored by some of the people of Tangerang Regency. It seems that there are still people who are came to the Tangerang Regency Manpower office to make a job seeker identification cards. The purpose of this study was to find out how the communication strategy of the Tangerang Regency Manpower Office in making job seeker identification cards during the COVID-19 pandemic. The focus of this research is to determine audience analysis strategies, formulate messages, methods, selection and use of media as well as supporting factors and communica�tion barriers in the service of making job seeker identification cards during the COVID-19 pandemic. The research method used is a descriptive method with a qualitative approach. Researchers collect data by observation, interviews and doc�umentation. The results of this study are (1) the Tangerang Regency Manpower Office analyzes audiences by conducting employee training and coordination with ministry sources and coordination with schools (2) in composing messages, namely deductively, inductively and chronologically (3) the Department of Manpower. Tangerang Regency Office conveys communication with informative, educational, redudancy and persuasive methods (4) The Tangerang Regency Manpower Office selects several media based on its audience, the media used are print media and online media (5) there are facilities in the form of computers / PCs and wifi , and supported by the existence of infrastructure that follows the health protocol to be a supporting factor, while the inhibiting factors consist of 3, namely: obstacles in the process of delivering messages, obstacles in the process of receiving messages and physical barriers.
