Abstract
Penanganan pengelolaan sampah merupakan tanggung jawab Dinas Lingkungan Hidup Kota Serang, sesuai dengan yang tertulis dalam Peraturan Daerah Nomor 10 Tahun 2012 pasal 6 ayat (1) tentang Perencanaan Pengelolaan Sampah disusun dan ditetapkan oleh Pemerintah Daerah. Dalam mengatasi sampah di Kota Serang, Dinas Lingkungan Hidup Kota Serang memiliki rencana strategi agar terwujudnya kualitas pengelolaan lingkungan hidup yang baik. Penelitian ini dilakukan untuk mengetahui bagaimana Implementasi Strategi Dinas Lingkungan Hidup Kota Serang dalam menangani sampah di Kota Serang. peneliti akan menggambarkan Implmentasi Strategi dengan teori Manajemen Strategi menurut J. David Hunger dan Thomas L. Wheelen (1996:9) meliputi Pengamatan Lingkungan, Perumusan Strategi, Implementasi Strategi, Evaluasi dan Pengendalian. Namun pada penelitian ini, peneliti memfokuskan kepada Dimensi Implementasi Strategi agar sesuai dengan kebutuhan penelitian Metode yang peneliti gunakan ialah metodologi penelitian kualitatif deskriptif. Hasil penelitian ini menerangkan bahwa penaganan pengelolaan sampah di Kota Serang berjalan kurang maksimal. Program yang sudah direncanakan masih terdapat beberapa hambatan, serta proses pengawasan terhadap sampah masih belum berjalan dengan baik dan ketersediaan anggaran masih dirasa belum mencukupi untuk penanganan permasalahan sampah di Kota Serang. Sehingga membuat masyarakat Kota Serang masih belum mengetahui cara mengelola sampah dengan baik. Diharapkan peneliti selanjutnya dapat menyempurnakan penelitian ini dengan hasil yang lebih maksimal.

| Additional Information: | Handling waste management is the responsibility of the Environmental Service of Serang City, in accordance with what is written in Regional Regulation Number 10 of 2012 Article 6 paragraph (1) concerning waste Management planning compiled and determined by the Regional Goverment. In dealing with qaste in Serang City, the Serang City Environmental Service has a strategic plan to realize goog qualaity environmental management. The research was conducted to find out how the strategiy Implementation of the Serang City environmental service in dealing with waste in Serang City. The researcher will describe Strategy Implementation with Startegy Management theory according to J. David Hunger and Thomas L. Wheelen (1996:9) covering environmental observation, Strategy Formulation, Strategy Implementation, Evaluation and Control. However, in this study, the researcher focused on the Strategy Implementation Dimension to suit the research needs. The method thet the researcher used was a descriptive qualitative research methodology. The result of this study explain that the headling of waste management in Serang City is not running optimally. The planned program still has several obstacles, as well as the process of monitoring waste is still not going well and the availability of the budget is still insufficient for handling waste problems in Serang City. Si that the people of Serang City still do not know how to manage waste properly. It is hoped that further researchers can improve this research with maximum results.
