Abstract
Rumah Susun Sederhana Sewa (Rusunawa) Cibodas mendapatkan banyak kritik dari masyarakat karena peraturan yang dibuat tidak banyak di publikasikan dan tidak banyak masyarakat tahu tentang bagaimana prosedur penyewaan dan harga yang berbeda dari berbagai Rusunawa yang ada dikota Tangerang. Hanya berpedoman kepada Peraturan Walikota Tangerang Nomor 30 Tahun 2018 Tentang Pembentukan Organisasi dan Tata Kerja Unit Pelaksana Teknis Rumah Susun Sederhana Sewa, tidak adanya Pengelolaan prosedur yang secara legalitas tercantum dalam perwal tersebut, Bagaimana bentuk kewenangan Dinas Perumahan dan Permukiman dalam pengelolaan prosedur penyewaan Rusunawa bagi masyarakat berpenghasilan rendah? Serta bagaimana faktor kendala yang dihadapi oleh Dinas Perumahan dan Permukiman dalam pengelolaan prosedur penyewaan Rusunawa bagi masyarakat berpenghasilan rendah. Penelitian ini menggunakan metode yuridis soisologis dengan melihat sesuatu kenyataan hokum di Kantor Dinas Perumahan dan Permukiman Kota tangerang. Data yang digunakan dalam penelitian ini adalah data yang diperoleh dari data sekunder berupa bahan hokum primer yaitu peraturan perundang�undangan dan data primer berupa wawancara di Kantor Dinas Perumahan dan Permukiman Kota Tangerang dengan bagian penunjang data yuridis sosiologis serta dianalisis secara deskriptif kualitatif Hasil penelitian ini, bahwa pengelolaan prosedur Rusunawa yang tidak tercantum dalam Peraturan walikota Tangerang Nomor 30 Tahun 2018 Tentang Pembentukan Organsiasi Tata Kerja Unit Pelaksana Teknis Rumah Susun Sederhana Sewa, tercantum dalam Peraturan Daerah Nomor 1 tahun 2017 Tentang Retribusi Jasa Usaha, dan Peraturan Walikota Tangerang Nomor 76 Tahun 2018 Tentang Tata Cara pengelolaan Rumah Susun Sederhana sewa, tetapi karena belum banyak melakukan sosialisasi kepada masyarakat sehinggal peraturan tersebut masih belum banyak diketahui masyarakat. Dan diharapkan akan adanya sosialisasi kepada masyarakat agar mudah dimengerti masyarakat.

| Additional Information: | The Cibodas Simple rental Flats has received a lot of criticism from the public, because the regulations made are not widely published and not many people know about the different rental procedures and prices from various Rusunawa in the city of Tangerang. Only based on regulation of the mayor of Tangerang Number 30 of 2018 concerning the estabilishment of the Organization and work procedures for the technical implementation unit for rented simple flats, there is no management procedure legally listed in the regulation, what is the form of authority of the housing and settlement service in managing the procedure for renting a flat for the community low income? And what are the constraints faced by the housing and settlement service in managing the rental procedure for low income people. This research uses a sociological juridical method by looking at a legal reality at the Office of Housing and Settlements City of Tangerang. The data used in this study are data obtained from secondary data in the form of primary legal materials, namely statutory regulations and primary data in the form of interviews at the Tangerang City Housing and Settlement Office with the supporting section of sociological juridical data and analyzed descriptively qualitatively. The results of this study, that the management of the Rusunawa Procedure which is not listed in the Tangerang Mayor Regulation Number 30 of 2018 concerning the formation of the work procedure Organization for the technical, implementasi Unit of Rental Simple Flats, is listed in regional regulation Number 1 of 2017 concerning Vusiness Service Levies, and Tangerang Major regulation Number 76 of 2018 Concerning Procedures for managing simple leased flats, but because there has not been much socialization to the community so that this regulation is still not widely know by the public.
