Abstract

Dalam Rencana Tata Ruang Wilayah (RTRW) Kota Cilegon 2010-2030, tujuan penataan ruang Kota Cilegon yaitu, ”Terwujudnya Kota Cilegon sebagai Kota Industri, Perdangangan dan Jasa terdepan di Pulau Jawa yang aman, nyaman, produktif dan berkelanjutan”. Rencana Tata Ruang Wilayah tersebut Kota Cilegon salah satunya adalah pengembangan sistem transportasi darat maupun laut. Sistem jaringan pelayanan Lalu Lintas Angkutan Jalan (LLAJ) berencana melakuan penyediaan dan pengadaan sarana angkutan umum masal perkotaan. Penelitian ini bertujuan dapat mengetahui kelayakan halte angkutan umum di Kota Cilegon, mengetauhi tingkat efektivitas halte angkutan umum di Kota Cilegon, dan mengetauhi strategi pengembangan halte dalam rangka pengoperasian Bus Rapid Transit (BRT) di Kota Cilegon. Penilitian ini mengambil data dengan cara observasi dengan pedoman standar Dirjen Perhubungan Darat Nomor 271 Tahun 1996 mengenai pedoman teknis tempat perhentian kendaraan penumpang umum dan kuesioner. Kemudian data diolah dengan metode scoring serta SWOT. Hasil penelitian didapatkan bahwa halte angkutan umum di Kota Cilegon memiliki kelayakan yang cukup dengan efektivitas yang baik. Halte angkutan umum di Kota Cilegon dapat digunakan sebagai halte Bus Rapid Transit (BRT). Halte angkutan umum di Kota Cilegon perlu mengembangkan simpul transportasi agar dapat terintegrasi dengan baik serta dilakukan secara berkala dalam perawatan maupun pengadaan fasilitas halte.

Additional Information: In the Cilegon City Spatial Plan (RTRW) 2010-2030, the objective of Cilegon City spatial planning is, "The realization of Cilegon City as a leading Industrial, Trade and Service City in Java Island that is safe, comfortable, productive and sustainable". One of the regional spatial plans for Cilegon City is the development of land and sea transportation systems. The Road Transportation Traffic (LLAJ) service network system plans to provide and procure urban mass public transportation. This study aims to determine the feasibility of public transport stops in Cilegon City, determine the effectiveness level of public transport stops in Cilegon City, and know the strategy of developing bus stops in the context of operating Bus Rapid Transit (BRT) in Cilegon City. This research took data by means of observation with the standard guidelines of the Director General of Land Transportation Number 271 of 1996 regarding technical guidelines for public passenger vehicle stops and questionnaires. Then the data is processed by scoring and SWOT methods. The results showed that public transportation stops in Cilegon City have sufficient feasibility with good effectiveness. Public transportation stops in Cilegon City can be used as Bus Rapid Transit (BRT) stops. Public transportation stops in Cilegon City need to develop transportation nodes so that they can be well integrated and carried out regularly in maintenance and procurement of stop facilities.
