Abstract

ABSTRAK Azkia Himayatu Dini. NIM. 6661180055. Implementasi Program Jakpreneur Pada UMKM Binaan Dinas Perindustrian, Perdagangan, Koperasi, Usaha Kecil dan Menengah di Kecamatan Tanjung Priok. Dosen Pembimbing II, Rahmawati, S.Sos, M.Si. Tujuan penelitian ini untuk mengetahui Implementasi Program Jakpreneur Pada UMKM Binaan Dinas PPKUKM di Kecamatan Tanjung Priok. Penelitian ini di latar belakangi oleh permasalahan sosialisasi mengenai pendaftaran program yang kurang maksimal, pendampingan yang dilakukan oleh pendamping Kecamatan belum terlaksana secara optimal, jumlah sumber daya pendamping Kecamatan yang ada tidak sebanding dengan jumlah peserta program dan minimnya bimbingan kepada pelaku UMKM peserta program mengenai pelaporan keuangan. Penelitian ini menggunakan metode penelitian kualitatif yang dianalisis menggunakan teori implementasi kebijakan Merilee S. Grindle. Dalam analisisnya Implementasi Program Jakpreneur Pada UMKM Binaan Dinas PPKUKM di Kecamatan Tanjung Priok masih belum terlaksana secara maksimal, yang mana dalam pelaksnaaannya masih kurangnya partisipasi dari pelaku UMKM peserta program untuk aktif mengikuti kegiatan yang ada di dalam Program Jakpreneur sehingga dalam pelaksanaannya belum mampu mencapai tujuannya yaitu mengurangi pengangguran melalui peningkatan kesempatan berwirausaha. Dalam pelaksanaannyaProgram Jakpreneur Pada UMKM Binaan Dinas PPKUKM di Kecamatan Tanjung Priok memerlukan peran serta dari semua pihak yaitu Suku Dinas PPKUKM, Pendamping Jakpreneur Tanjung Priok dan Pelaku UMKM peserta program untuk dapat mencapai tujuannya. Supervisor II, Rahmawati, S.Sos, M.Si. The purpose of this study was to determine the implementation of the Jakpreneur Program in MSMEs assisted by the PPKUKM Service in Tanjung Priok District. This research is motivated by the problem of socialization regarding program registration that is not optimal, the assistance carried out by sub-district facilitators has not been carried out optimally, the number of existing sub-district assistant resources is not proportional to the number of program participants and the lack of guidance to program participants MSMEs regarding financial reporting . This research uses qualitative research methods which are analyzed using Merilee S. Grindle's theory of policy implementation. In the analysis, the implementation of the Jakpreneur Program at MSMEs assisted by the PPKUKM Service in Tanjung Priok District has not been implemented optimally, which in its implementation there is still a lack of participation from MSME actors participating in the program to actively participate in activities in the Jakpreneur Program so that in its implementation it has not been able to achieve its goals, namely reduce unemployment through increasing entrepreneurial opportunities. In its implementation, the Jakpreneur Program at MSMEs assisted by the PPKUKM Service in Tanjung Priok District requires the participation of all parties, namely the PPKUKM Sub-dept., Tanjung Priok Jakpreneur Companion and MSME actors participating in the program to be able to achieve its goals.
