Abstract

Keberhasilan pembangunan suatu bangsa ditentukan oleh ketersediaan sumber daya manusia yang berkualitas, yaitu sumber daya manusia yang memiliki fisik yang tangguh, mental yang kuat, kesehatan yang prima, serta cerdas. Kewenangan secara atribusi dari pemerintah pusat ke pemerintah daerah dimiliki oleh Walikota Serang sebagai kepala daerah dan kewenangannya didelegasikan kepada Dinas Kesehatan Kota Serang yang terkait. Tugas perbantuan yang dilaksanakan oleh pemerintah daerah salah satunya yaitu upaya penanganan Gizi Buruk bagi masyarakat Kecamatan Kasemen. Peraturan Menteri Kesehatan Nomor 23 Tahun 2014 tentang Upaya Perbaikan Gizi, yang dimaksud dengan Upaya Perbaikan Gizi adalah bahwa pengaturan perbaikan gizi ditujukan untuk menjamin setiap orang memiliki akses terhadap informasi gizi dan pendidikan gizi dengan melalui perbaikan pola konsumsi makanan dengan gizi seimbang. Metode yang digunakan penelitian ini adalah penelitian yuridis Empiris yang pada dasarnya merupakan pendekatan hukum normatif, kaidah-kaidah dalam hukum positif dengan norma tertulis yang dibuat dan diundangkan oleh lembaga atau pejabat yang berwenang. Konsep ini memandang hukum sebagai suatu system normatif yang bersifat mandiri, tertutup dan terlepas dari kehidupan masyarakat yang nyata. Hasil penelitian menunjukan bahwa penanganan yang dilakukan oleh Dinas Kesehatan dinilai sudah cukup maksimal dengan dibantu oleh Unit Pelaksana Teknis yang telah di sediakan untuk melayani masyarakat yang telah ada di desa masing-masing. Namun terdapat beberapa kendala yang dihadapi salah satunya yaitu kurangnya kesadaran dari masyarakat mengenai pola asuh yang baik sehingga ini menjadi salah satu hambatan bagi Dinas Kesehatan Kota Serang dalam hal perbaikan gizi

Additional Information:	The success of a nation's development is determined by the availability of quality human resources, namely human resources who are physically strong, mentally strong, have excellent health, and are smart. The mayor of Serang as the regional head has the authority in terms of attribution from the central government to the local government and the authority is delegated to the relevant Serang City Health Office. One of the assistance tasks carried out by the local government is the effort to deal with malnutrition for the people of Kasemen District. Regulation of the Minister of Health Number 23 of 2014 concerning Efforts to Improve Nutrition, which is meant by Efforts to Improve Nutrition, is that nutrition improvement regulations are aimed at ensuring everyone has access to nutrition information and nutrition education by improving dietary consumption patterns with balanced nutrition. The method used in this research is juridical empirical research which is basically a normative legal approach, the principles in positive law with written norms that are made and promulgated by the authorized institution or official. This concept views law as a normative system that is independent, closed and detached from the real life of society. The results showed that the handling carried out by the Health Office was considered to be maximal with the assistance of the Technical Implementation Unit that had been provided to serve the people who already existed in their respective villages. However, there are several obstacles faced, one of which is the lack of awareness from the community about good parenting, so this is one of the obstacles for the Serang City Health Office in terms of improving nutrition.
