Abstract

Pelayanan kesehatan terhadap korban bencana alam sangat dibutuhkan oleh korban bencana alam berdasarkan Undang-Undang Nomor 36 Tahun 2009 menjelaskan mengenai kepastian terselenggaranya pelayanan yang berkualitas bagi pengguna layanan yakni masyarakat. Rumah Sakit sebagai tempat pemberi pelayanan kesehatan terhadap korban bencana alam masih belum optimal dalam melayani korban bencana alam. Dalam hal ini penulis tertarik meneliti tentang : Bagaimana implementasi standar profesionalitas pelayanan kesehatan terhadap korban bencana alam di RSUD Provinsi Banten berdasarkan Undang-undang Nomor 36 Tahun 2009 Tentang Kesehatan? dan apa kendala yang dihadapi dalam implementasi standar profesionalitas pelayanan kesehatan terhadap korban bencana alam di RSUD Provinsi Banten berdasarkan Undang-undang Nomor 36 Tahun 2009 Tentang Kesehatan? Penelitian ini menggunakan metode pendekatan yuridis normatif dan yuridis empiris dengan melihat sesuatu kenyataan hukum melalui penelitian lapangan berdasarkan peraturan perundang-undangan dengan melihat sesuatu kenyataan hukum di dalam masyarakat. Jenis penelitian yang digunakan adalah deskriptif analitis yaitu menentukan isi atau makna suatu aturan hukum yang dijadikan rujukan penyelesaian permasalahan hukum yang menjadi objek kajian. Data yang digunakan dalam penelitian ini adalah data yang diperoleh dari data primer berupa wawancara dengan Direktur Bagian Rawat Inap RSUD Provinsi Banten, Kepala Bidang Pelayanan RSUD Provinsi Banten dan Kepala Bidang P2P Dinas Kesehatan Provinsi Banten dan data sekunder berupa bahan hukum primer yaitu peraturan perundang-undangan. Hasil penelitian yang di dapat adalah pelayanan kesehatan terhadap korban bencana alam di RSUD Provinsi Banten hanya dilayani sesuai dengan Standar Prosedur Oprasional (SPO) secara umum dengan mendasari Keputusan Menteri Kesehatan Republik Indonesia Nomor 145/Menkes/SK/I/2007 Tentang Pedoman Penangulangan Bencana Bidang Kesehatan yang dimana pelayanan rumah sakit terhadap korban bencana alam tidak ada kekhususan dalam pelayanan kesehatan sehingga banyak oknum pemberi pelayanan kesehatan atau tenaga medik tidak sesuai dengan standar ketentuan yang sudah ada pada Undang-Undang Nomor 36 Tahun 2009 Tentang Kesehatan

Additional Information:	Health services for victims of natural disasters are urgently needed by victims of natural disasters based on Regulations Laws Number 36 of 2009 explaining the certainty of the implementation of quality services for service users, namely the community. Hospitals as a place to provide health services to victims of natural disasters are still not optimal in serving victims of natural disasters. In contains as the writers are interested in researching about: How is the implementation of the professionalism of health service standards for victims of natural disasters in Banten Provincial Hospital based on Regulations Laws Number 36 Year 2009 Concerning Health? and what are the hitches faced in the implementation of the professionalism of health service standards for victims of natural disasters in Banten Provincial Hospital based on Regulations Laws Number 36 of 2009 Concerning Health? This research uses a normative juridical and empirical juridical approach by looking at a legal reality through field research based on laws and regulations by seeing something of the legal reality in society. This type of research is analytical descriptive which is to determine the content or meaning of a legal rule which is used as a reference for solving legal problems that are the object of study. The data used in this study are data obtained from primary data in the form of interviews with the Director of the Inpatient Section of Banten Provincial Hospital, Head of Banten Provincial Hospital Services Division and Head of P2P Division of Banten Provincial Health Office and secondary data in the form of primary legal materials namely legislation. The result of in this research obtained are health services to victims of natural disasters in Banten Province Hospital only served in accordance with the Standard Operational Procedures (SPO) in general based on the Decree of the Minister of Health of the Republic of Indonesia Number 145 / Menkes / SK / I / 2007 Concerning Guidelines for Disaster Management Health, in which hospital services for victims of natural disasters have no specificity in health services so that many elements of health service providers or medical personnel do not comply with the standard provisions that have been in Regulations Laws Number 36 Year of 2009 Concerning Health.
