Abstract

Salah satu perubahan dalam UU No. 23 Tahun 2014 tentang Pemerintahan Daerah adalah perihal pengalihan wewenang pengelolaan SMA/SMK dari pemerintah kabupaten/kota kepada pemerintah provinsi. Penelitian ini bertujuan untuk mengukur implementasi pengalihan kewenangan pengelolaan SMA/SMK ke Pemerintah Provinsi Banten di Kota Serang. Terdapat 10.514 SMA/SMK di Provinsi Banten dengan berbagai kondisi kualitasnya yang menjadi tanggungjawab pemerintah Provinis Banten. enggunakan teori Implementasi Kebijakan George C Edward III yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Hasil penelitian menunjukan implementasi kebijakan pengalihan kewenangan sekolah sma/smk ke provinsi banten mencapai angka 71 % dengan kategori baik. Pemerintah Provinsi Banten memiliki kemampuan untuk mengelola SMA/SMK, terdapat peningkatan kualitas dan kuantitas peralatan dan bahan praktik di sekolah, peningkatan kesejahteraan pada guru dan staf di sekolah dengan adanya pengalihan ke Provinsi. Dari disposisi menyatakan bahwa guru dan staf mendukung pengalihan sekolah ke Provinsi Banten. Perubahan struktur birokrasi ditandai dengan pembentukan Kantor Cabang Dinas tiap kabupaten/kota untuk memudahkan koordinasi dan komunikasi sekolah terkait manajemen kepegawaian dan operasional sekolah. Hasil lainnya adalah adanya perubahan dalam penyusunan perencanaan anggaran sekolah dan pengelolaan asset sekolah yang dilakukan lebih baik. Saran peneliti adalah pendataan sekolah, siswa, guru dan staf satu pintu melalui KCD Kota Serang, pemerataan kualitas dan kuantitas guru dan staf sekolah dan perencanaan serta pembelian asset sekolah yang lebih transparan dan akuntabel.

Additional Information:	One of the changes in Law No. 23 /2014 concerning regional government is about the transfer of authority for SMA / SMK ( senior high school and Senior Vocational High school ) from the distric / city government to provincial government. This sudty aim to measure the implementation of transfer of management authority of SMA / SMK to the Banten provincial Government in Serang city. There are 10514 SMA / SMK in Banten Province with various quality conditions which are the responsibility of Banten provincial government. This reaserch is using the theory of geoege C Edward II’s Policy implementation, namely communication, resources, disposition and bureaucratic structures. The result showed the implementation of the policy of transferring the authority of high school / vocational high school to Banten Province reached 71 % in a good category. The Banten Provincial government has the ability to manage Senior High school and vocational High school . there is an increase in the quality of equipment and practical materials in schools, an increase in welfare of teachers and staff in school with the transfer to the province. The disposistion states that teacher and staff support the transfer of schools to Banten province. Change in the structure of the bureaucracy were marked by the establishment of a distric office Branch office ( KCD ) to vacilitae school coordination and communication related to staff management and school operations. Another result is a change in preparation of school budget planning and better management of school assets. Researcher’s suggestion are one stop data collection on school , student , teacher and staff through the Branch office of Serang City, equal distribution of the quality and quantity of teacher and school , staff and planning purchasing of school asset are more transpararent and accountable.
