Abstract

Pemerintahan Kabupaten Tangerang sebagai pelaksana pembangunan daerah khususnya pada Dinas Kependudukan dan Catatan Sipil Kabupaten Tangerang melaksanakan pelayanan administrasi kependudukan yang diantara salah satunya yaitu pembuatan dan penerbitan Kartu Keluarga (KK). Untuk memaskimalkan pelayana pengurusan Kartu Keluarga, maka perlu dilakukan Survei Kepuasan Masyarakat (SKM) berdasarkan Peraturan Mentri Pendayagunaan Aparatur Negara Dan Reformasi Birokrasi Republik Indonesia Nomor 14 Tahun 2017 Tentang Pedoman Penyusunan Survei Kepuasan Masyarakat Unit Penyelenggara Pelayanan Publik. Berdasarkan latar belakang tersebut, dapat diidentifkasikan masalah, yaitu bagaimana tingkat kepuasan masyarakat terhadap pelayanan pembuatan Kartu Keluarga pada dinas kependudukan dan pencatatan sipil Kabupaten Tangerang ?, dan apa faktor penghambat pelayanan pembuatan Kartu Keluarga pada dinas kependudukan dan pencatatan sipil Kabupaten Tangerang ? Metode yang digunakan penulis dalam menjawab pertanyaan permasalahan dalam pembahasan skripsi ini adalah metode pendekatan yuridis empiris yang berarti meperolah data dari data primer data yang diperoleh dari lapangan berupa wawancara dengan pihak dukcapil dan masyarakat, dan data sekunder serta data pendukung yang berasal dari studi kepustakaan yaitu undang-undang, buku, serta jurnal. Hasil dari penelitian ini menunjukan bahwa pertama, Implementasi pelaksanaan Survei Kepuasan Masyarakat di Dukcapil Kabupaten Tangerang sudah berjalan dengan baik dan berkelanjutan, tetapi dalam beberapa indikator kepuasan masyarakat mendapatkan nilai yang menurun dari semester I ke semester II. Kedua, faktor penghambat pelayanan Kartu Keluarga di Dukcapil Kabupaten Tangerang terjadi dari 2 faktor, faktor internal dan faktor eksternal.

Additional Information: The Tangerang Regency Government as the implementer of regional development, especially at the Tangerang Regency Population and Civil Registry Office, carries out population administration services, one of which is the manufacture and issuance of Family Cards (KK). To maximize the service for family card management, it is necessary to conduct a Community Satisfaction Survey (SKM) based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 14 of 2017 concerning Guidelines for Preparing a Community Satisfaction Survey for Public Service Providers. Based on this background, problems can be identified, namely how is the level of community satisfaction with the service for making Family Cards at the Tangerang Regency population and civil registration service? And what are the inhibiting factors for the service of making Family Cards at the population and civil registration services of Tangerang Regency? The method used by the author in answering the problem questions in the discussion of this thesis is the empirical juridical approach method which means processing data from primary data obtained from the field in the form of interviews with dukcapil parties and the community, and secondary data and supporting data from library studies, namely law. -invites, books, and journals. The results of this study indicate that firstly, the implementation of the implementation of the Community Satisfaction Survey in the Tangerang District Dukcapil has been going well and sustainably, but in several indicators of community satisfaction scores have decreased from semester I to semester II. Second, the inhibiting factors for the service of the Family Card in the Dukcapil of Tangerang Regency occur from 2 factors, internal factors and external factors.
