Abstract
Belanja Daerah Kabupaten/Kota di Provinsi Banten yang tidak merata antar daerahnya dan masih banyak daerah yang nilai Belanja Daerahnya rendah hal ini membuat pembangunan di daerah menjadi lambat dan bahkan tertinggal. Hal tersebut disebabkan adanya fenomena Flypaper Effect yang terjadi di beberapa Kabupaten/Kota di Provinsi Banten. Penelitian ini bertujuan untuk mengetahui Flypaper Effect pada Pendapatan Asli Daerah, Dana Alokasi Umum, dan Dana Alokasi Khusus terhadap Belanja Daerah. Penelitian ini menggunakan data sekunder berupa data panel dengan cross-section 8 Kabupaten/Kota di Provinsi Banten dan time series 2013 – 2017. Alat analisis yang digunakan adalah regresi data panel dengan metode FEM (Fixed Effect Model) dan cross-section weigh. Hasil Penelitian ini menunjukkan bahwa secara parsial variabel Pendapatan Asli Daerah berpengaruh signifikan, variabel Dana Alokasi Umum berpengaruh signifikan, dan variabel Dana Alokasi Khusus berpengaruh signifikan terhadap Belanja Daerah pada 8 Kabupaten/Kota di Provinsi Banten 2013 – 2017. Secara simultan menunjukkan bahwa variabel Pendapatan Asli Daerah, Dana Alokasi Umum dan Dana Alokasi Khusus berpengaruh signifikan terhadap Belanja Daerah menurut Kabupaten/Kota di Provinsi Banten Tahun 2013 – 2017.

| Additional Information: | District / City Regional Expenditure in Banten Province which is not evenly distributed among its regions and there are still many regions with low Regional Expenditure value, this has made development in the regions slow and even left behind. This is due to the Flypaper Effect phenomenon that occurs in several Regencies / Cities in Banten Province. This study aims to determine the Flypaper Effect on Local Own Income, General Allocation Funds, and Special Allocation Funds for Regional Expenditures. This study uses secondary data in the form of panel data with a cross-section of 8 districts / cities in Banten Province and time series 2013 - 2017. The analytical tool used is panel data regression with the FEM (Fixed Effect Model) method and cross-section weigh. The results of this study indicate that partially the Regional Original Income variable has a significant effect, the General Allocation Fund variable has a significant effect, and the Special Allocation Fund variable has a significant effect on Regional Expenditure in 8 Regencies / Cities in Banten Province 2013 - 2017. Simultaneously it shows that the Original Income variable Regions, General Allocation Funds and Special Allocation Funds have a significant effect on Regional Expenditures by Regency / City in Banten Province in 2013 - 2017. | |||||||||
