Abstract
Bale Sandi maya merupakan ruang pengawasan yang memanfaatkan teknologi digital berupa layar yang menampilkan segala bentuk informasi pada proses kegiatan pembangunan Kota Serang. Pemerintah Kota Serang mengimplemantasikan Bale Sandi Maya sebagai upaya pembangunan menuju smart city. Penelitian ini bertujuan mengetahui proses komunikasi pembangunan yang dilakukan oleh Diskominfo Kota Serang dalam mewujudkan pembangunan kota cerdas dengan memanfaatkan Bale Sandi Maya. Teori yang digunakan adalah teori komunikasi S-O-R (Stimulus-Organism-Respons) dan model konvergensi komunikasi. Penelitian ini menggunakan pendekatan kualitatif, dengan observasi wawancara, dokumemntasi, dan studi pustaka. Hasil penelitian menunjukan Komunikasi terintegrasi yang terdapat di Bale Sandi Maya Kota Serang terlaksana melalui penyaluran jaringan internet melalui OPD hingga kelurahan dengan pedekatan top down planning. Konvergensi media yang dikelola pemerintah Kota Serang terpusat pada Bale Sandi Maya. Media komunikasi pemerintah Kota Serang melalui Bale Sandi Maya merupakan penerapan sistem pemerintahan elektronic government. Umpan balik Masyarakat Kota Serang terjadi dalam bentuk aduan, laporan, saran, dan pendapat yang diberikan pada aplikasi Rabeg, website PPID, media sosial, dan siaga 112.

| Additional Information: | Bale Sandi maya is a monitoring room that utilizes digital technology in the form of a screen that displays all forms of information on the process of building activities in Serang City. Serang City Government implements Bale Sandi Maya as a development effort towards a smart city. This study aims to determine the development communication process carried out by the City of Serang Diskominfo in realizing the development of a smart city by utilizing Bale Sandi Maya. The theory used is S-O-R theory (Stimulus-Organisme-Respons) Theory and communication convergence model This research uses a qualitative approach, with interview observation, documentation, and literature study. The results showed that the integrated communication found in Bale Sandi Maya Serang City was carried out through the distribution of the internet network through OPD to sub-districts with a top down planning approach. The convergence of media managed by the Serang City government is centered on Bale Sandi Maya. Serang City government communication media through Bale Sandi Maya is an implementation of electronic government government system. Feedback from the Serang City Community occurs in the form of complaints, reports, suggestions and opinions given to the Rabeg application, PPID website, social media, and alert 112.
