Abstract
Cyber troops bertugas untuk memanipulasi opini publik di media sosial dan seringkali hadir pada momen-momen pesta politik. Hal ini terjadi di beberapa negara termasuk Indonesia. Faktanya, cyber troops tidak hanya hadir pada saat momen pesta politik saja. Namun, kehadirannya juga ditemukan saat momen Reuni Aksi 212 tahun 2019 yang lebih dikenal dengan aksi keagamaan. Di Twitter, banyak muncul tagar pro dan kontra mengenai aksi tersebut, di antaranya tagar bernada pro Reuni Aksi 212, yaitu #Mujahid212BelaNabi dan #GreatReunion212 serta tagar kontra, yaitu #Parasite212 dan #TolakReuni212. Namun, pada tagar-tagar tersebut ditemukan adanya peran cyber troops yang saling terhubung berusaha meramaikan isu dan mencoba menggiring opini publik di Twitter. Tujuan penelitian ini adalah untuk mengetahui jaringan cyber troops yang terbentuk, narasi yang mereka buat untuk menggiring opini publik, dan proses penyebaran isu yang mereka lakukan dengan menggunakan keempat tagar tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis jaringan sosial (SNA) untuk menggambarkan hubungan antar akun dalam jaringan percakapan. Peneliti menggunakan teori Actor Network Theory yang menjelaskan adanya hubungan antara manusia, teknologi, dan objek dalam jaringan. Berdasarkan hasil penelitian ditemukan: (1) Jaringan keempat tagar berbeda bentuk dan karakteristik sesuai dengan kategori tagar yaitu, pro dan kontra. Jaringan tagar pro lebih menyatu sedangkan tagar kontra memisah menjadi kelompok-kelompok kecil. (2) Narasi yang muncul juga berdasarkan kategori pro dan kontra terhadap Reuni Aksi 212. (3) Proses penyebaran isu dilakukan dengan cara mengkoordinasikan waktu dan pesan terlebih dulu untuk bisa memanipulasi percakapan di Twitter agar tagar-tagar tersebut masuk ke dalam trending topic.

| Additional Information: | Cyber troops are tasked to manipulating public opinion on social media and often present at election moments. Cyber troops are not only present at election moments, but their presence were also found at the moment of Reuni Aksi 212 on 2019, which is better known as a religious action. On Twitter, many pro and contra hashtags about Reuni Aksi 212 appeared, such as #Mujahid212BelaNabi, #GreatReunion212, #Parasite212, and #TolakReuni212. However, in the use of these hashtags are found the role of cyber troops that connected each other to enliven the issue and trying to lead public opinion on Twitter. The purposes of this research are to find out the cyber troops network that was formed, the nerratives they created to lead public opinion, and the process of spreading the issues they carried out using these four hashtags. This study uses a qualitative approach with the Social Network Analysis (SNA) method to describe the relationship between accounts in a conversation network. Reseracher uses Actor Network Theory which explains the relationship between humans, technology and objects in the network. Based on the results of the study, showed: (1) The four hashtags network have different characteristics and network form according to the hashtags category, pros and cons. The pro hashtags network is more unified while the cons network are broken down into smaller groups. (2) The narrative that appears was also based on the pros and cons of the Reuni Aksi 212. (3) The process of spreading the issue was carried out by coordinating the time and message to manipulate the conversation on Twitter so their hastags appear on trending topics.
