Abstract
Peran pemerintah daerah sangat menentukan dalam rangka memberikan pendidikan pokok terhadap masyarakat tentang pemilu serentak dan sosialisasi tentang pemahaman atas peraturan perundang-undangan tentang pemilu 2019 untuk meningkatkan partisipasi masyarakat dalam pemilu, khususnya di Kabupaten Tangerang karena masih terdapat permasalahan-permasalahan yang terjadi dalam pelaksanaan pemilu serentak. Identifikasi masalah dalam skripsi ini adalah bagaimana pelaksanaan pemilu serentak tahun 2019 di Kabupaten Tangerang berdasarkan Undang-Undang Nomor 7 Tahun 2017 dan bagaimana implikasi pelaksanaan pemilu serentak tahun 2019 di Kabupaten Tangerang. Metode penelitian menggunakan metode kualitatif, dengan pendekatan yuridis normatif dan yuridis empiris. Sumber data penelitian ini primer dan sekunder yang menggunakan bahan hukum primer, sekunder dan tersier. Teknik pengumpulan data melalui studi kepustakaan. Analisis data yang dipergunakan adalah deskritif. Kesimpulan penelitian ini ialah pelaksanaan pemilu serentak tahun 2019 di Kabupaten Tangerang sudah sesuai berdasarkan Undang-Undang Nomor 7 Tahun 2017 tentang Pemilhan Umum namun masih ada persoalan yang dirasa belum efektif dalam pelaksanaanya di Kabupaten Tangerang yaitu KPU berwenang menetapkan Peraturan KPU untuk setiap tahapan pemilu, agar semua tahapan berjalan secara tepat waktu namun faktanya realisasi pelaksanaan dipemilu serentak mengalami kemunduran waktu rekapitulasi dalam pelaksanaannya serta implikasi dan pelaksanaan pemilu serentak tahun 2019 di Kabupaten Tangerang yaitu ada laporan pelanggaran-pelanggaran dan partisipasi masayrakat yang mengalami penurunan, masing-masing pelanggarannya adalah pelanggaran admintrasi pemilihan umum dan tindak pidana pemilu, maka sebagai lembaga pelaksana KPU seharusnya memiliki peran untuk mensosialisasikan dan menyadarkan agar masyarakat memiliki kesadaran politik lebih luas.

| Additional Information: | The role of the local government is very decisive in providing basic education to the public regarding simultaneous elections and socialization of understanding of the laws and regulations regarding the 2019 elections to increase public participation in elections, especially in Tangerang Regency because there are still problems that occur in the implementation of simultaneous elections. The identification of problems in this thesis is how the 2019 simultaneous elections in Tangerang Regency are carried out based on Law Number 7 of 2017 and what are the implications of implementing the 2019 simultaneous elections in Tangerang Regency. The research method used qualitative methods, with juridical normative and empirical juridical approaches. The data sources for this research are primary and secondary which use primary, secondary and tertiary legal materials. Data collection techniques through literature study. The data analysis used was descriptive. The conclusion of this research is that the implementation of simultaneous elections in 2019 in Tangerang Regency is appropriate based on Law Number 7 of 2017 concerning General Elections but there are still problems that are deemed ineffective in its implementation in Tangerang Regency, namely the KPU has the authority to stipulate KPU Regulations for each election stage, so that All stages run in a timely manner but the fact is that the realization of the implementation of the general election simultaneously has a recapitulation time delay in its implementation and the implications and implementation of the 2019 simultaneous election in Tangerang Regency, namely there are reports of violations and community participation that have decreased, each violation is a violation of election administration general election and election crimes, as an implementing agency for the KPU, it should have a role to socialize and raise awareness so that people have broader political awareness.
