Abstract

Penyandang disabilitas dapat diartikan sebagai bagian masyarakat yang kurang mendapatkan perhatian dari Pemerintah dalam memenuhi hak atas pekerjaan yang layak. Dengan adanya penerapan Undang-Undang Nomor 8 Tahun 2016 tentang kewajiban setiap perusahaan baik perusahaan BUMN, UMD, Dan Swasta untuk dapat mempekerjakan penyandang disabilitas sesuai dengan peraturan yang telah di tetapkan. Penelitian ini menggunakan teori esponsibilitas menurut Islamy. Metode yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan studi dokumentasi. Teknik analisis data yang digunakan dalam pemnelitian ini adalah menurut Miles dan Huberman. Hasil penelitian ini menyimpulkan bahwa responsibilitas Dinas Tenaga Kerja dan Transmigrasi yang dilakukan oleh Bidang Hubungan Industrial belum dilakukan secara optimal. ekomendasi dari penelitian ini adalah Bidang Hubungan Industrial Dinas Tenaga Kerja dan Transmigrasi Kota Serang harus lebih bisa mendorong perusahaan yang berada di Kota Serang untuk dapat memberikan kesempatan kerja bagi setiap penyandang disabilitas, dan tentunya perlu adanya perbaikan yang lebih di tegaskan dalam hal formulir wajib lapor perusahaan. Serta perlunya peran aktif masyarakat dalam hal ini jika menemukan kecurangan atau penyimpangan peraturan yang telah di tetapkan.

Additional Information: Persons with disabilities can be interpreted as part of society who do not get enough attention from the Government in fulfilling the right to decent work. With the application of Law Number 8 of 2016 concerning the obligations of every company, both BUMN, BUMD, and private companies, to be able to employ people with disabilities in accordance with established regulations. This study uses the theory of responsibility according to Islamy. The method used is descriptive qualitative. Data collection techniques used were interviews, observation, and documentation study. The data analysis technique used in this research is according to Miles and Huberma. The results of this study conclude that the responsibility of the Department of Manpower and Transmigration carried out by the Industrial Relations Sector has not been carried out optimally. The recommendation of this research is that the Industrial Relations Division of the Department of Manpower and Transmigration of Serang City should be more able to encourage companies in Serang City to be able to provide employment opportunities for every person with disabilities, and of course there needs to be improvements that are more emphasized, for example in terms of compulsory reporting forms. Companies. As well as the need for an active role of the community in this case if it finds fraud or deviations from the regulations that have been set.
