Abstract

Kebijakan pembatasan jam operasional truk galian merupakan kebijakan lalu lintas yang bertujuan untuk memberikan keamanan dan kenyamanan kepada masyarakaagar meminimalisir terjadinya kemacetan, kecelakaan, dan kerusakan jalan yandisebabkan kendaraan berat truk galian yang diatur dalam Peraturan Bupati Nomor47 Tahun 2018. Pemerintah Kabupaten Tangerang tidak melarang, tetapi hanymengatur jam operasionalnya yang berlaku di seluruh ruas jalan di Kabupaten Tangerang. Penelitian ini dilakukan di Dinas Perhubungan Kabupaten TangerangPolsek Kecamatan Rajeg, Polresta Tangerang dan beberapa pos pengawasapembatasan jam operasional truk galian wilayah Kabupaten Tangerang. Metode yang dilakukan dalam penelitian ini adalah metode deskriftif dengan pendekatan kualitatif. Dalam penelitian ini, penulis menggunakan analisa teori implementakebijakan publik menurut Van Meter dan Van Horn, yang terdiri dari : 1) ukuradasar dan tujuan kebijakan; 2) komunikasi antar organisasi; 3) sumber daya; 4) karakteristik badan pelaksana; 5) kondisi ekonomi, sosial dan politik; serta, 6)disposisi pelaksana. Hasil penelitian lapangan menunjukkan implementasi yandilakukan oleh implementator belum berjalan maksimal karena masih terdapapelanggar kebijakan. Selama masih terjadi pelanggaran maka belum mencapatujuan yang telah ditetapkan. Adapun kendala kebijakan yang dihadapi seperti : 1)kurangnya kesadaran dan pemahaman supir truk; 2) terkendala diterapkan di jalaperbatasan antar daerah; 3) belum tersedianya kantong parkir; 4) kurangnya pospemantauan dalam mengawasi kebijakan, serta 5) kurangnya unsur gabungapengawasan. Berdasarkan hasil penelitian, penulis memberikan saran yaitu: 1)dibutuhkan penanaman nilai kesadaran supir untuk disiplin melaksanakan aturan;2) pembuatan lahan pengandangan; 3) pemerintah perlu membuat kantong parkir diperbatasan wilayah untuk menunggu jam operasionalnya; 4) penambahan pos pemantauan yang lebih merata jumlahnya; serta, 5) adanya unsur gabungapengawasan dalam mengawasi pelaksanan kebijakan tersebut.

Additional Information: The policy to limit the operating hours of excavated trucks is a traffic policy that aims to provide safety and comfort to the community in order to minimize congestion, accidents, and road damage caused by heavy trucks, which are regulated in Regent Regulation Number 47 of 2018. Tangerang Regency Government does not prohibit , but only regulates the operating hours which apply to all roads in Tangerang Regency. This research was conducted at the Tangerang Regency Transportation Agency, the Rajeg District Police, the Tangerang Police and several monitoring posts to limit the operating hours of excavated trucks in the Tangerang Regency area. The method used in this research is descriptive method with a qualitative approach. In this study, the authors used an analysis of the theory of public policy implementation according to Van Meter and Van Horn, which consisted of: 1) basic measures and policy objectives; 2) communication between organizations; 3) resources; 4) the characteristics of the executing agency; 5) economic, social and political conditions; and, 6) the disposition of the executor. The results of field research show that the implementation carried out by the implementer has not been optimal because there are still policy violators. As long as there is still a violation, it has not achieved the stated objectives. As for the policy constraints faced, such as: 1) lack of awareness and understanding of truck drivers; 2) constraints are applied on the border road between regions; 3) unavailability of parking pockets; 4) lack of monitoring posts in overseeing policies, and 5) lack of a combined element of supervision. Based on the results of the study, the authors provide suggestions, namely 1) it is necessary to instill the value of driver awareness to discipline implementing the rules; 2) creation of land traps; 3) the government needs to make parking pockets at regional borders to wait for operational hours; 4) additional monitoring posts which are more evenly distributed; and, 5) there is a combined element of supervision in overseeing the implementation of the policy.
