Abstract

ABSTRAK Kusnawiah. NIM. 6670150026. 2022. Skripsi. Penerapan E-Government Dalam Pemanfaatan Aplikasi Sistem Informasi Pencalonan (SILON) Pada Pemilu Legislatif Tahun 2019 Di KPU Banten. Program Studi ilmu Pemerintahan, Fakultas ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Dosen Pembimbing: Anis Fuad, S.Sos. Penelitian ini dilakukan karena terjadinya kegandaan pada daerah pemilihan di satu nama calon anggota legislatif dan masih belum efektifnya kinerja KPU untuk melaksanakan tahapan pencalonan. Penelitian ini bertujuan untuk melihat sejauh mana dampak penerapan e-Government pada penyelenggaraan pemilu anggota legislatif di provinsi Banten khusus pada pemanfaatan aplikasi sistem informasi pencalonan anggota legislatif provinsi Banten. Teori yang digunakan yaitu dari United Nation dari buku Budiati (2004:21), menyatakan bahwa ada 7 (tujuh) faktor kunci di dalam penerapan e-Government. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan narrative research. Teknik pengumpulan data dengan teknik wawancara beberapa narasumber, observasi, dan studi doumentasi. Hasil dari penelitian berdasarkan ke tujuh faktor dari teori yang digunakan ini menunjukan pemanfaatan sistem informasi pencalonan ini menjadikan kinerja KPU lebih efektif dan efisien. Terlebih masih kurangnya dampak yang dirasakan masyarakat karena output dari SILON belum terjamah oleh masyarakat luas. Dari segi dasar hukum, koordinasi, sumber daya manusia sudah cukup baik. This research was conducted due to the occurrence of duplicates in the electoral district in one name of the legislative candidate and the KPU's performance in carrying out the nomination stage was still not effective. This study aims to see how far the impact of the implementation of e-Government on the implementation of legislative elections in the province of Banten specifically on the use of information systems applications for the nomination of legislative members of the province of Banten. The theory used is from the United Nation from the book Budiati (2004:21), stating that there are 7 (seven) key factors in the implementation of e-Government. This research uses descriptive qualitative method with narrative research approach. The technique of collecting data is by interviewing several sources, observation, and documentation studies. The results of the study based on the seven factors of the theory used show that the utilization of this nomination information system makes the KPU's performance more effective and efficient. Moreover, there is still a lack of impact that is felt by the community because the output of SILON has not been touched by the wider community. In terms of legal basis, coordination, human resources are good enough. Only network is the main factor in SILON KPU. Keywords: Implementation, e-Government, SILON
