Abstract

Bureaucracy reformation include the reform of the government institutional in one side and human resources in other side. In the context of government, the role of the state apparatus still very essential. The hope is that good government apparatus shows high professionalism, effective and accountable in maintaining governance and the public service. But this ideals not completely realized and therefore required a change in perspective which more capable of accommodating the state apparatus role in the good order and bureaucracy inherent in the real implementation in the public service. Remuneration strategy is expected to prevent the abuse of authority, such as mal-administration behavior, corruption related with the grant of money as bribery.
