Abstract
Abdul Latif, 6661072678. Tingkat Partisipasi Masyarakat dalam Program Wajib Belajar Sembilan Tahun Di Kecamatan Baros Kabupaten Serang. Program Studi Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Pembimbing 1 Maulana Yusuf, S.IP., M.Si., pembimbing II Ayuning Budiati, S.IP., MPPM Kata Kunci : Partisipasi Masyarakat, Belajar Sembilan Tahun Latar belakang masalah penelitian ini yaitu kurangnya partisipasi masyarakat dalam pendidikan, terutama pendidikan wajib belajar Sembilan tahun. terdapat dalam satu kampung banyak anak yang tidak melanjutkan sekolah ke jenjang SLTP. Fokus penelitian ini adalah Tingkat Partispasi Masyarakat dalam Wajib Belajar Sembilan Tahun Di kecamatan Baros.. Metode penelitian yang digunakan adalah metode kuantitatif deskriptif. Subjek penelitian adalah Masyarakat Kecamatan Baros. Teori yang digunakan dalam penelitian ini adalah pendekatan teori Taliziduhu Ndraha. Teknik yang digunakan dalam pengumpulan data yaitu dengan cara observasi, dan kuesioner. Dalam menganalisis data digunakan uji hipotesis t-tes satu sampel. Hasil penelitian menunjukan bahwa Partisipasi Masyarakat dalam Program Wajib Belajar Sembilan Tahun Di Kecamatan Baros masih rendah karena hasil perhitungan di peroleh 62,07 % dari angka minimal yaitu 65 %. Yang artinya tingkat partisipasi masyarakat masih rendah. selain itu juga, terungkap beberapa permasalahan yang menyebabkan kurangnya partisipasi masyarakat dalam program wajib belajar sembilan tahun di kecamatan baros, yaitu kurangnya sosialisasi yang dilakukan oleh pemerintah daerah setempat, faktor ekonomi masyarakat yang masih rendah, pola pikir orang tua yang masih kolot, jarak dari sekolah kerumah dari beberapa daerah masih jauh serta kurangnya motivasi atau dorongan dari orang tua kepada anak-anak untuk meningkatkan prestasi mereka disekolah. Solusi atas permasalahan tersebut yang harus dilakukan adalah perlu adanya dukungan dan kerjasama dalam wujud sosialisasi dari segenap elemen pemerintah desa setempat, perlu adanya program perbaikan ekonomi dari pemerintah untuk memperbaiki kondisi tersebut serta pemerintah setempat harus lebih memperhatikan, mengawasi serta mengevaluasi program wajib belajar Sembilan tahun.

There are in one village many children that did not proceed to the level of our junior high school. The focus of this research is The Level of Public Participation in the Nine Years compulsory Education Program at Serang Regency Subdistrict of Baros. This research method is deskriptive quantitative methods. The subject of this research is the community district of Baros. The theory that is used in this research was Taliziduhu Ndraha theory approach. The data collection teknik used the observation, interviews, and questionnaires. The data analyzing use the t-test one sampling hypothesis testing. The result of this research show that public participation in the nine years compulsory education program in Baros is still low due to the result calculation obtained 62,07 % of the minimum from 65 %. Meaning that the The Level of Public Participation in the Nine Year compulsory Education Program at Serang Regency Subdistrict of Baros still low. it also revealed some problems that caused a lack of public participation in the nine years compulsory education program in Baros District. The lack of socialization which is carried out by the government of the local area, economic factors of society still low, the mindset of the parents who is still old-fashioned, distance from school to home from some areas are still far and lack motivation or encouragement from parents to children to improve their achievement in school. The solution for these problems to do is Need support and cooperation in the form of socialization of all elements of the local village government, the need of the efforts of the government to provide socialization about how important basic education for children, need a repair progrm from the government to improve economic conditions, and local governments should pay more attention, keep an eye on and evaluate the compulsory nine years. |
