Rizky Godjali, M.IP Program upaya Khusus Peningkatan Produksi Padi, Jagung, dan Kedelai (Upsus Pajale) merupakan program yang diusung oleh Kementrian Pertanian yang bertujuan untuk menyukseskan kedaulatan pangan dengan fokus pada tiga komoditas pangan yaitu padi, jagung, dan kedelai dengan kegiatan yang berbasis pemberdayaan. Tujuan penelitian ini adalah untuk mengetahui seberapa besar pengaruh efektivitas program Upsus Pajale terhadap kualitas pemberdayaan petani di Kecamatan Banjar, Kabupaten Pandeglang. Penelitian ini menggunakan metode penelitian kuantitatif dengan pendekatan asosiatif. Berdasarkan perhitungan sampel dengan rumus Taro Yamane dengan tingkat presisi sebesar 7% dan diperoleh sampel sebanyak 125 responden. Penelitian ini menggunakan teori efektivitas menurut Sutrisno (2007 : 125 – 126) dengan indikator pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, dan perubahan nyata. Sedangkan teori pemberdayaan menurut Soetomo (2011:72-85) dengan indikator desentralisasi, bottom up, variasi lokal, proses belajar, keberlanjutan, social inclution, dan transformation. Hasilnya nilai efektivitas dan pemberdayaan termasuk dalam kategori baik yaitu sebesar 71,31% dan 69,99%. Kesimpulan dari penelitian ini menunjukan terdapat pengaruh efektivitas program Upsus Pajale terhadap pemberdayaan petani di Kecamatan Banjar, Kabupaten Pandeglang sebesar 29,2 %. Saran dalam penelitian ini Dinas Pertanian Provinsi Banten perlu memiliki acuan kapan program diberlakukan dan diberhentikan agar para petani tidak bergantung dengan bantuan pemerintah dengan cara pengawasan dan pelaporan yang berkelanjutan. Rizky Godjali, M.IP The Especial Effort Of Increasing Production Of Rice, Corn, and Soybeans (Upsus Pajale) is the program which is carried out by the ministry of agriculture which aims to succeed food sovereignty by focusing on three food commodities; they are rice, corn and soybeans with activities based on empowerment. The purpose of this research was to know the effectiveness of Upsus Pajale program which influenced the quality of farmers empowerment in Banjar District , Pandeglang Regency. This research used quantitative research with associative approach. Based on the calculation of sample using the formula of Taro Yamane with 7% level of precision, the researcher gained 125 respondents. This research used the theory of effectiveness according to Sutrisno (2007;125-126) with indicators of understanding of the program, on target, on time, the goals achievement, and real change. Meanwhile according to the theory of empowerment in Soetomo (2011:72-85) consist indicators of decentralized, bottom up, local variation, learning process, sustainability, social inclusion, and transformation. The result revealed that the value of effectiveness and empowerment was in a good category of 71.31% and 69.99%. The conclusion from this research showed there is the effectiveness of Upsus Pajale Program which influenced the farmers’ empowerment in Banjar District, Pandeglang Regency by 29.2%. Agriculture Banten Province Department need to have a reference when the program is implemented and dismissed so that farmers do not depend on government assistance by means of continuous monitoring and reporting.
