Abstract
PDAM adalah salah satu unit usaha milik daerah bergerak dalam distribusi air bersih. Peneliti mengadakan penelitian di PDAM Kabupaten Serang karena pengukuran kinerja yang dilakukan menggunakan 2 pengukuran, yaitu Kepmendagri Nomor: 47 Tahun 1999 tentang Pedoman Penilaian Kinerja Perusahaan Daerah Air Minum dan BPPSPAM. Keduanya menilai kinerja dari sisi internal bisnis, tetapi mengabaikan sisi eksternal seperti kepuasan pelanggan dengan cara survei langsung kepada pelanggan. Rumusan masalah dari penelitian ini yaitu bagaimana menentukan KPI dari masing-masing perpektif dan bagaimana penilaian kinerja secara keseluruhan dengan menggunakan Balanced Scorecard. Adapun tujuannya adalah menentukan KPI dari masing-masing perpektif dan mengetahui penilaian kinerja secara keseluruhan dengan menggunakan Balanced Scorecard. Metode yang digunakan dengan cara mengumpulkan data primer yakni penyebaran kuesioner dengan teknik pengambilan sampel acak sederhana untuk pelanggan sebanyak 100 sampel berjenis rumah tangga. Data sekunder yang diperoleh dari laporan tahunan perusahaan tahun 2013. Hasil pengukuran kinerja PDAM Kabupaten Serang secara keseluruhan dengan menggunakan Balanced Scorecard sebesar 3,791 dalam kondisi cukup baik. Balanced Scorecard menggunakan bobot yang ditentukan sendiri oleh pihak PDAM yang mengetahui langsung keadaan perusahaan dan indikator yang digunakan berasal dari terjemahan visi, misi dan strategi PDAM.

| Additional Information: | PDAM is one of the business units belonging to the region engaged in the distribution of clean water. Researchers conducting research in Serang district taps for performance measurement is done using two measurements, namely Kepmendagri Number: 47 Year 1999 on Guidelines for Performance Assessment of Regional Water Company and BPPSPAM. Both assess the performance of the internal side of the business, but ignores the external side such as customer satisfaction surveys manner directly to the customer. Formulation of the problem of this research is how to determine the KPI of each perspective and how the overall performance assessment using the Balanced Scorecard. The methods used by collecting primary data involves distributing a questionnaire with simple random sampling technique for customers of 100 sample households manifold. Secondary data were obtained from the company's annual report in 2013. The results of performance measurement PDAM Serang district as a whole by using the Balanced Scorecard at 3.791 in fairly good condition. Balanced Scorecard using weights determined by the taps that determine directly the state of the company and the indicators used are from the translation of vision, mission and strategy PDAM. | |||||||||
