Abstract
Regional Parliament (DPRD) have important functions such legislation, powers over the budget and control the local government policy. Factors underlying this study is to remember the importance of the function of Parliament and is based on the results of the field survey the condition of the rooms in the Parliament building in the city of Cilegon inadequate lighting. Analysis is carried out repairs of lighting and air conditioning systems to determine and improve the condition of lighting and air conditioning system at the Parliament building Cilegon. Cilegon parliament building is one of the government buildings in Cilegon with power consumption in 2014 amounted to 293,145.400 kWh per year. Energy Consumption Intensity (IKE) electricity is a term used to express the amount of energy use in buildings. Building IKE Cilegon City Council in 2014 that is equal to 51.658 kWh / m2 per year. IKE 2014 monthly average of 4.45 kWh per year which is still appropriate IKE standard. Although IKE is still appropriate standards but the results of the measurement of the level of illumination is not according to standards that need to be improved with the change and the addition of lamp types LED and the air conditioning system (AC) calculation needs AC using the calculation load of heat maximum in each room with a method Difference Temp Equivalent Total (TETD / TA) available in each room. Furthermore, replacing the refrigerant is R-22 to M-22 Musicool. While the lighting system is recommended to replace the lamp is attached with LED lights 20 W. The power consumption of electricity annually produced LED lamp 20 W at 21065.19 kWh per year and obtained a savings of 48%. Based on the calculation of the heat load to achieve the desired air conditions will require the addition and subtraction air conditioning capacity. The total capacity of 125 PK conditioned prior to 74.5 PK so the difference in air conditioning capacity decrease of 50.5 PK. Electric power consumption per produced Musicool-22 amounted to 115,985.32 kWh per year or saving of 65%.
