Penanganan pengemis merupakan tanggung jawab Dinas Sosial dalam melihat fenomena pengemis di Kota Tangerang sesuai dengan yang tertulis dalam peraturan daerah nomor 5 tahun 2012 tentang tentang pembinaan anak jalanan, gelandangan, pengemis dan pengamen. Permasalahannya, kurangnya penegakkan perda nomor 5 tahun 2012, para pengemis umumnya berasal dari luar Kota Tangerang, lemahnya pengawasan dari Dinas Sosial dan instant terkait, dan tidak adanya lahan untuk pembuatan panti rehabilitasi sosial. Tujuan penelitian ini untuk memaparkan mengenai masalah pengemis di Kota Tangerang dan menjelaskan proses Implementasi peraturan daerah di Dinas Sosial Kota Tangerang. Teori yang digunakan yaitu teori Manajemen strategi menurut J. David Hunger dan Thomas L. Wheelen (1996:9) meliputi: Environmental Scanning, Strategy Formulation, Strategy Implementation, Evaluation and Control, dengan pendekatan kualitatif metode deskriptif. Hasil penelitian bahwa penegakkan peraturan daerah Nomor 5 Tahun 2012 masih berjalan kurang maksimal, para pengemis mayoritas berasal dari luar Kota Tangerang dan kembali melakukan mengemis walaupun sudah dilakukan pembinaan, proses pengawasan terhadap pengemis masih belum berjalan dengan baik dan belum tersedianya lahan untuk pembuatan Panti Rehabilitasi Sosial sendiri dan masih terdapat masalah di bagian Program, Anggaran dan juga Prosedur. Saran, Penegakkan peraturan daerah Nomor 5 Tahun 2012 dengan memberikan sebuah sosialisasi kepada masyarakat, memastikan jumlah pengemis bisa berkurang setiap bulannya, melakukan pengawasan lebih giat lagi kepada para pengemis, dan segera membuat Panti Rehabilitasi Sosial sendiri di Kota Tangerang. Beggars handling is the responsibility of the Department of Social Affairs in seeing the phenomenon of beggars in the City of Tangerang in accordance with what is stated in regional regulation number 5 of 2012 concerning the development of street children, homeless people, beggars and buskers. The problem is lack of enforcement of regional regulation number 5 in 2012, beggars generally come from outside the city of Tangerang, weak supervision from the Social and Instant Relevant Office, and the absence of land for the creation of social rehabilitation institutions. The purpose of this study is to explained about the problem of beggars in Tangerang City and explained the process of implementing regional regulations in the Tangerang City Social Service. The theory used is strategy management theory according to J. David Hunger and Thomas L. Wheelen (1996: 9) include: Environmental Scanning, Strategy Formulation, Strategy Implementation, Evaluation and Control, with a qualitative method descriptive approach. The result of the research shows that enforcement of regional regulations Number 5 of 2012 is still not optimal, the majority of beggars come from outside the city of Tangerang and go back to begging even though guidance has been carried out, the process of supervision of beggars is still not going well and there is no land available for the manufacture of social rehabilitation homes and still there are problems in the Program, Budget and Procedures section. Suggestion, Enforcement of regional regulations Number 5 of 2012 by providing a socialization to the community, ensuring the number of beggars can be reduced every month, conducting more active supervision of beggars, and immediately making their own Social Rehabilitation Institutions in Tangerang City.
