Abstract
Hamdan Nurkholis. NIM 6661130290. Skripsi. Implementasi Perda Kota Serang No 2 Tahun 2010 tentang pencegahan, pemberantasan dan penanggulangan penyakit masyarakat dalam studi kasus aktivitas gelandangan dan pengemis di Kota Serang. Pembimbing I: Dr. Dirlanudin. M.si dan Pembimbing II: Riny Handayani, S.Si, M.Si Jenis penelitian ini adalah bersifat deskriptif kualitatif. Tujuan penelitian ini untuk mendapatkan pengetahuan tentang Implementasi Perda Kota Serang No 2 Tahun 2010, dampak buruk dari aktivitas gelandangan dan pengemis, dan solusi pemerintah Kota Serang dalam menyelesaikan masalah ini. Teknik pengumpulan data menggunakan studi lapangan, wawancara, foto dan dokumen grafik atau tabel. Observasi dimulai dengan mendatangi beberapa tempat mangkal Gelandangan dan pengemis yang ada di Lampu Merah Kota Serang, Alun-alun, Stadion Maulana Yusuf dan Pasar Rau Kota Serang. Latar belakang penelitian ini adalah tumbuh dan meningkatnya aktivitas gelandangan dan pengemis di Kota Serang yang memiliki visi sebagai Kota Madani. Selain itu, peneliti melihat dampak buruk aktivitas gelandangan dan pengemis di Kota Serang ini mulai mengancam nilai keindahan Kota Serang serta mengganggu ketertiban dan kenyamanan masyarakat Kota Serang. Berangkat dari latar belakang tersebut, peneliti memfokuskan penelitian ini pada Bagaimana implementasi Perda Kota Serang No 2 Tahun 2010, yang mana seyogyanya perda tersebut menjadi landasan hukum untuk mencegah, memberantas dan menanggulangi aktivitas gelandangan dan pengemis di Kota Serang. Selanjutnya peneliti melakukan wawancara dengan beberapa orang dan kelompok yang terlibat dalam aktivitas gelandangan dan pengemis, termasuk dua instansi pemerintah Kota Serang yang menangani masalah gelandangan pengemis, yakni Dinas Sosial dan Satpol PP Kota Serang. Dari hasil penelitian yang dilakukan peneliti, dapat disimpulkan bahwa implementasi Perda No 2 Tahun 2010 sampai saat ini tidak berjalan dengan baik. The purpose of this study was to gain knowlegde about the implementation of Serang city regulation no. 2 of 2010, the adverse effects of homeless activities and beggars, and the solutions of the city Serang government in solving this problem. Data collection techniques use field studies, interviews, photos, and graphic or table documents. Observation began by visiting several places where homeless and beggarswere located at the red lights of the city of Serang, Alun-alun,the Maulana Yusuf Stadium and the rau market city of serang. the backround of this research is the growing and increasing activity of homeless and beggars in Serang cities that have a vision of being a civil city. In addition, the researchers saw bthe adverse effects of homeless activities and beggars in the city of attack began to threaten the value of the beauty of the orderliness and comfort of the attacking city people. Departing from this bcakground, the researcher focused this research on how the implementation of the Regional Regulation of Serang City No. 2 of 2010, which should be a legal basis for preventing, eradicating and overcoming the activities of homeless and beggars in Serang City. Furthermore, the researcheers conductes interviews with several people and groups invoved in homeless activities and beggars, including two Serang city government agencies that deal with beggar homelessness issues, namely the Social Services and Satpol PP City of Serang. from the result of research conducted by researchesers, it can be concluded that the implementation of regional regulation no 2 of 2010 has not been going well.
