Abstract
Nyimas Selvy Purnama Sari. NIM 072963. Skripsi. Pengembangan Peranan Humas dalam Mendukung Visi dan Misi Universitas Sultan Ageng Tirtayasa Menuju World Class University. UPT Humas dan Protokol Untirta didirikan pada tahun 2009. Humas memiliki peran penting dalam hubungan komunikasi antara universitas dengan publiknya. Permasalahannya adalah sejauh mana kesiapan Humas Untirta dalam melaksanakan fungsinya untuk mendukung pengembangan pendidikan tinggi menghadapi era globalisasi dan otonomi pengelolaan perguruan tinggi agar layak menyandang gelar Universitas Kelas Dunia. Tujuan Penelitian ini untuk menggambarkan pengembangan peranan humas dalam mendukung visi dan misi Untirta menuju World Class University. Penelitian ini bertitik tolak dari model management by objective (MBO) yang berdasarkan mencapai tujuan (objektif) melalui proses komunikasi yang terencana, baik ke dalam maupun ke luar antara organisasi dengan publiknya berlandaskan saling pengertian dan saling mendukung antara pimpinan dan bawahannya untuk mencapai sasaran tujuan utama organisasi atau perusahaan. Metode penelitian menggunakan studi kasus dengan pendekatan kualitatif. Key Informan dalam penelitian ini berjumlah empat orang yang terdiri dari pejabat dan staf humas Untirta. Teknik pengumpulan data menggunakan metode observasi, wawancara dan dokumentasi. Berdasarkan pada kondisi Humas Untirta dapat disimpulkan bahwa UPT Humas Untirta masih belum dapat memaksimalkan tugas utama dan fungsinya. Hal ini disebabkan oleh, pertama, Humas Untirta belum memiliki kemampuan dan kewenangan dalam menopang manajemen kampus untuk mencapai tujuan. Kedua, Humas Untirta hanya menjadi bagian dalam pelayanan umum sehingga fungsinya terbatas dalam menerapkan esensi dari hubungan masyarakat itu sendiri. Untuk itu, upaya pengembangan Humas dalam mendukung visi dan misi kampus disarankan agar memberikan peran yang lebih besar kepada Humas dengan melakukan langkah pengembangan Humas yang sistematis dan terpadu dalam manajemen strategis PR baik dalam hal strategi dan cara penanganannya maupun program yang dikembangkan. Kata Kunci : Peranan, Humas, World Class University.

Public relations of University of Sultan Ageng Tirtayasa was fund at 2009. As we all know public relation at university has an essential role in communication relation between public and university. The issue is the extent to which Public relations of Untirta readiness in discharging its functions to support the development of higher education in the era of globalization and autonomy of university management in order to deserve the title of World Class University. This study starts from a model of Management By Objective (MBO).This theory examines how public relations activities that bases to reach aim (objektive) via planned communication process, well to in as well as out among organization with its public in achieving aim which specific bases mutual understanding and mutually back up among lead and its subordinate to reach organisational main aim target or corporate. The method used is case study method with qualitative approach. Because the main purpose of this study was to describe and give an explanation of the role of Public Relations in supporting the vision and mission of the institution to the World Class University. Key informans in this study were four people who are public relations officer and rector assistant at the University of Sultan Ageng Tirtayasa. Data collection techniques used is to make observations, interviews and documentation. Based on public relations condition at University of Sultan Ageng Tirtayasa, it can be concluded that the public relations still not fully excursion on function and its characters. It is caused by: first, they are not empowered to support in management activity to reach the goal. Second, the public relation just as a part of Public Administration Bureau, so that it has a limit function on implenting a public relations. To it, in the effort public relations development in back up vision and campus mission is suggested to give greater role to public relations by undertaking public relations development stage that orderly and coherent deep Strategic Management of Public Relations aims, well in the event strategy and handle way it and also developed program.
