Evaluasi Program Layanan Angkutan Bus Sekolah Gratis di Provinsi DKI Jakarta Program Studi Ilmu Administrasi Negara; fakultas Ilmu Sosial dan Ilmu Politik; Universitas Sultan Ageng Tirtayasa; 2011 Kata Kunci : Evaluasi, Pelayanan, Bus Sekolah Berkaitan dengan topik di atas, peneliti mencoba membahas dan menganalisis evaluasi program layanan angkutan bus sekolah gratis yang diadakan oleh pemerintah provinsi DKI Jakarta pada tahun 2010. Alasan peneliti memilih topik ini karena permasalahan lalu lintas di DKI Jakarta yang sangat kompleks menimbulkan dampak terhadap pelajar. Maka hadirnya bus sekolah gratis yang diadakan Pemerintah Provinsi DKI Jakarta merupakan salah satu fasilitas pendidikan yang memberikan jawaban atas permasalahan tersebut. Perumusan masalah dalam penelitian ini adalah bagaimana evaluasi program bus sekolah gratis di Provinsi DKI Jakarta tahun 2010 dan hambatan-hambatan dalam pelaksanaan program ini. Populasi dan sampel penelitian ini adalah seluruh komponen yang menjadi subjek dari program layanan angkutan bus sekolah gratis. Penelitian ini menggunakan riset penelitian deskriptif kualitatif. Metode pengumpulan data yang dilakukan untuk penelitian ini melalui proses tanya jawab yang mendalam, data yang diambil dari buku, jaringan internet dan data program yang ada di Dinas Perhubungan DKI Jakarta dan PT. Bianglala Metropolitan selaku operator pelaksana program. Hasil penelitian yang di dapat mengenai evaluasi program layanan angkutan bus sekolah gratis di Provinsi DKI Jakarta tahun 2010 adalah program bus sekolah gratis diadakan sebagai bentuk kepedulian pemerintah terhadap kemajuan fasilitas pendidikan akan tetapi dalam pelaksanaannya masih banyak yang harus diperbaiki dari sistem program ini, yaitu sosialisasi antar stakeholder, sosialisasi kepada subjek program, perluasan rute, penambahan armada, dan waktu operasional. Maka dapat ditarik kesimpulan bahwa evaluasi program layanan angkutan bus sekolah gratis di Provinsi DKI Jakarta belum berjalan dengan baik.

Then the presence of a free school bus which was held the Provincial Government of DKI Jakarta is one of the educational facilities that provide answers to these problems. Formulation of the problem in this study is how the evaluation of free school bus program in the province of DKI Jakarta in 2010 and the obstacles in the implementation of this program. Population and samples of this study is the component that is the subject of the program for free school bus transportation services. This study used descriptive qualitative research study. Methods of data collection conducted for this research through a process of deep questioning, data taken from books, internet and data network program in the Transport Department of Jakarta and PT.Bianglala Metropolitan as the operator executing the program. The results in the can on the evaluation of the program for free school bus transportation services in the provinces of DKI Jakarta in 2010 is a free school bus program was held as a form of government concern to the advancement of educational facilities but the implementation is still much to be repaired from the system program, namely socialization among stakeholders, socialization to the subject programs, the expansion of routes, the addition of the fleet, and operational time. Then it can be concluded that the evaluation of the program for free school bus transportation services in the province of DKI Jakarta has not been going well. |
