Abstract

The field parking management by Dinas Perhubungan or under the Department Transportation of Unit Pengelola Teknis (UPT) Parking Kota Serang aims to be orderly and comfortable, free from the presence of unscrupulous managers and the parking attendant that violates the rules, especially those around the town square Serang. The purpose of this study was to determine the field of parking management by the Department of Transportation or parking Technical Implementation Unit in the Serang city in the management of the parking field around Serang City Square. The method used is the case study method with a qualitative approach. Determination of informants using purposive. Data collection techniques used were interviews, observation, and study documentation. The study concluded that the effectiveness of the implementation of parking in the city of Serang has not run effectively and efficiently, targeting services parking charges depend on the realization of the year can be achieved, so that menghasilan donations are still inadequate PAD. Yet fully provide positive benefits to the community. Pengelolaan bidang perparkiran oleh Dishub atau petugas Unit Pelaksana Teknis (UPT) Parkir Kota Serang bertujuan agar Kota Serang menjadi tertib dan nyaman, bebas dari keberadaan oknum pengelola dan petugas parkir yang menyalahi aturan, khususnya yang ada di sekitar Alun-alun kota Serang yang sampai saat ini masih leluasa dalam beroperasi. Tujuan penelitian ini adalah untuk mengetahui pengelolaan bidang perparkiran oleh Dinas Perhubungan atau Unit Pelaksana Teknis Parkir di Kota Serang dalam pengelolaan bidang perparkiran di sekitar Alun-alun Kota Serang. Metode yang digunakan adalah metode study kasus dengan pendekatan kualitatif. Penentuan informannya menggunakan purposive. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan study dokumentasi. Penelitian ini menyimpulkan bahwa efektivitas pelaksanaan perparkiran di Kota Serang belum berjalan secara efektif dan efisien, penentuan target jasa retribusi parkir sangat bergantung terhadap realisasi pertahun yang dapat tercapai, sehingga menghasilan sumbangan terdapat PAD masih kurang memadai. Belum sepenuhnya memberi manfaat positif kepada masyarakat. Timbulnya kemacetan lalu lintas adalah salah satu kekurangan dari adanya pelaksanaan perparkiran di sekitar Alun-alun kota Serang dan responsibilitas hasil kebijakan yang memuat preferensi nilai kelompok dapat disimpulkan pelaksanaan kegiatan parkir oleh UPT Kota Serang kurang tertata dengan baik.
