Leo Susanto. NIM. 6661062380. Skripsi. Tingkat Partisipasi Masyarakat Desa Sukajadi Kabupaten Pandeglang dalam Melaksanakan Program Konversi Minyak Tanah ke Gas. Program Studi Ilmu Administrasi Negara. Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. 2010 Kata Kunci : Partisipasi Masyarakat, Program Konversi Minyak Tanah ke Gas Beban subsidi bahan bakar minyak yang semakin besar tahun 2007 membuat pemerintah mengeluarkan program konversi minyak tanah ke gas. Tujuan penelitian ini adalah untuk mengetahui tingkat partisipasi masyarakat Desa Sukajadi Kabupaten Pandeglang dalam melaksanakan program konversi minyak tanah ke gas. Penelitian menggunakan teori partisipasi yang dikemukakan oleh Cohen dan Uphoff, yang menelaah partisipasi masyarakat dimulai dari partisipasi melalui kontak dengan pihak lain, menyerap dan menanggapi informasi, pelaksanaan operasional pembangunan, dan partisipasi untuk merawat dan mengembangkan hasil pembangunan. Metode penelitian yang digunakan adalah metode kuantitatif deskriptif. Populasi penelitian adalah masyarakat Desa Sukajadi Kabupaten Pandeglang yang mendapat program konversi minyak tanah ke gas, berjumlah 691 KK dengan sampel sebanyak 87 KK dan menggunakan teknik sampel proporsional area random. Teknik pengumpulan data dengan menyebarkan angket. Teknik pengujian menggunakan uji hipotesis t-test satu sampel. Hasil penelitian menunjukkan tingkat partisipasi masyarakat Desa Sukajadi Kabupaten Pandeglang dalam melaksanakan program konversi minyak tanah ke gas mencapai 65%. Hasil perhitungan diperoleh thitung lebih kecil dari pada ttabel (0,652 < 1,658), maka Ho diterima dan Ha ditolak. Hal tersebut dikarenakan masih tingginya prinsip kekeluargaan, sehingga dapat membantu kelancaran proses pelaksanaan program konversi minyak tanah ke gas.

The research target is to know and analyze the level participation of Sukajadi village society regency of Pandeglang in implementing this program. The theory of this research is from Cohen and Uphoff, who analyze social participation start from participate through contact with other parties, absorb and respond to information, operational implementation of development, and participation to maintain and develop the result of development. The method of this research is quantitative descriptive. Population of research is society of Sukajadi village, regency of Pandeglang who getting this program amount 691 KK with sample as much as 87 KK and used technique of proportional area random sampling. Technique the data was compiled distribute by questionnaire. Testing technique using one sample hypothesis t – test. Result of research showing level of social participation Sukajadi village, regency of Pandeglang in implementing this program until 65 %. Result of calculating showing taccount smaller than ttable (0,652 < 1,658), so Ho accept and Ha rejected. It is because still high kinship principle, so that can help smooth process of implementation the conversion program of kerosene to gas. |
