Abstract
The Coastal Village Development Program Is one part of the program independent national community empowerment maritime affairs and fisheries. The purpose of research to know The Community Participation In Coastal Village Development Program in the three coastal village Teluknaga Sub-District Of Tangerang Regency 2012-2014. A theory that used in research is the theory participation of Cohen and Uphoff (Ulifah, 2003:23). Research method used is qualitative by observation techniques and in-depth interviews. Data analysis technique the research uses of the data analysis Prasetya Irawan. The results of research that the Community Participation In Coastal Village Development Program is still low because a several factors including employment, education and leadership. Especially in monitoring and maintenance, the community have low participate inside of them. Advice in research that is leadership of a village head should be able to stimulate the spirit of liveliness the community in the development process by coordinating institutional and also improve the village, as The empowerment of the village, Youth groups and others. The community must also responsible for overseeing development activities. Supervision can be done by means of the community directly supervise the implementation of activities in the process that has been planned earlier .Reprove implementation if found the problem of implementation does not run according to plan that has been determined. Optimize institutional on kmp procurement of clean water , to its use can be developed into a business owned by village. Strengthen the role of the community overall , by making rules in the form of regulation village or the decision of the village head who set about community involvement in the development process.

| Additional Information: | Program Pengembangan Desa Pesisir Tangguh (PDPT) merupakan satu bagian dari Program Nasional Pemberdayaan Masyarakat Mandiri Kelautan dan Perikanan. Partisipasi masyarakat di Kawasan Pesisir Kecamatan Teluknaga Kabupaten Tangerang pada program Pengembangan Desa Pesisir Tangguh dalam hal perencanaan, pelaksanaan, pengawasan, pemeliharaan dan pemanfaatan masih rendah. Tujuan penelitian ini adalah untuk mengetahui Partisipasi Masyarakat dalam Program Pengembangan Desa Pesisir Tangguh (PDPT) di 3 Desa Pesisir Kecamatan Teluknaga Kabupaten Tangerang 2012-2013. Teori yang digunakan dalam penelitian adalah teori partisipasi dari Cohen dan Uphoff (Ulifah, 2003:23). Metode penelitian yang digunakan yaitu kualitatif dengan teknik observasi dan wawancara mendalam. Teknik analisis data penelitian menggunakan analisis data Prasetya Irawan. Hasil penelitian bahwa Partisipasi Masyarakat dalam Program Pengembangan Desa Pesisir Tangguh masih rendah karena beberapa faktor, pekerjaan, pendidikan dan leadership. Terutama dalam perencanaan, pengawasan dan pemeliharaan, masyarakat masih kurang berperan serta didalamnya. Saran dalam penelitian yaitu Leadership dari seorang Kepala Desa harus bisa membangkitkan semangat keaktifan masyarakat dalam proses pembangunan dengan mengkoordinasikan serta mengoptimalkan kelembagaan desa, seperti Lembaga Pemberdayaan Desa (LPM), Karang Taruna, dan PKK. Masyarakat harus turut bertanggung jawab untuk mengawasi kegiatan dengan cara masyarakat menegur pelaksana kegiatan jika mendapati masalah pelaksanaan tidak berjalan sesuai rencana. Mengoptimalkan kelembagaan pada Kelompok Masyarakat Pesisir Pengadaan Air Bersih, guna pemanfaatannya bisa dikembangkan menjadi Badan Usaha Milik Desa (BUMDes). | |||||||||
