Abstract

ABSTRAK Implementasi kebijakan pengembangan kota layak anak klaster kesehatan dasar dan kesejahteraan adalah salah satu langkah untuk mewujudkan sebuah lingkungan yang dapat menjamin terpenuhinya hak-hak anak dibidang kesehatan dasar dan kesejahteraan yang dilakukan oleh pemerintah bersama dengan masyarakat dan dunia usaha. Namun di Kota Serang masih banyak hak-hak anak pada kesehatan dasar dan kesejahteraan yang belum terpenuhi karena minimnya sarana dan prasarana pada klaster tersebut dan kurangnya koordinasi antara para pelaksana. Tujuan penelitian ini untuk mengetahui implementasi kebijakan pengembangan kota layak anak klaster kesehatan dasar dan kesejahteraan di Kota Serang. Pada penelitian ini menggunakan teori implementasi Van Metter dan Van Horn dalam Agustino (2016).Metode yang digunakan dalam penelitian ini adalah kualitatif desktritif. Hasil pada penelitian ini menunjukan bahwa implementasi kebijakan pengembangan kota layak anak klaster kesehatan dasar dan kesejahteraan di Kota Serang dapat dikatakan belum berhasil. Karena masih banyak indikator-indikator yang belum terpenuhi sesuai pada Peraturan Mentrei Negara Pemberdayaan Perempuan dan Perlindungan Anak Nomor 12 tahun 2011 Tentang Indikator Kabupaten/Kota Layak Anak Klaster Kesehatan Dasar dan Kesejahteraan. Ini karena kurangnya koordinasi antara pelaksana dan kepedulian masyarakat serta lemahnya sosialisasi. Kata Kunci: Implementasi Kebijakan, Kota Layak Anak, Klaster Kesehatan Dasar dan Kesejahteraan ABSTRACT The implementation of the policy of developing a city suitable for children in the cluster of basic health and welfare is one step to create an environment that can guarantee the fulfillment of children's rights in the field of basic health and welfare carried out by the government together with the community and the business world. However, in Serang City there are still many children's rights to basic health and welfare that have not been fulfilled due to the lack of facilities and infrastructure in the cluster and lack of coordination between implementers. The purpose of this study was to determine the implementation of the city development policy for children in the basic health and welfare cluster in Serang City. This study uses the implementation theory of Van Metter and Van Horn in Agustino (2016). The method used in this research is descriptive qualitative. The results of this study indicate that the implementation of the city development policy for children in the basic health and welfare cluster in Serang City can be said to have not been successful. Because there are still many indicators that have not been fulfilled according to the Regulation of the Minister of State for Women's Empowerment and Child Protection Number 12 of 2011 concerning District/City Indicators for Child Friendly Clusters of Basic Health and Welfare. This is due to the lack of coordination between implementers and community concerns as well as weak socialization.
