Abstract

ABSTRAK Alvira Dwi Ayuning Tias. NIM. 6661170022. SKRIPSI. Program Studi Ilmu Administrasi Publik, Fakultas Ilmu Sosial dan Politik, Universitas Sultan Ageng Tirtayasa. Pemberdayaan Masyarakat dalam Program Bank Sampah di Kecamatan Serang. Dosen Pembimbing I : Riswanda P.hD, dan Pembimbing II : Nikki Prafirti M.Si. Fokus penelitian ini adalah Pemberdayaan Masyarakat dalam Program Bank Sampah di Kecamatan Serang. Latar belakang penelitian ini yaitu adalah kurangnya partisipasi masyarakat, hasil dari kerajinan bank sampah yang belum menjanjikan, pengelolaan administrasi keuangan yang belum efektif, koordinasi yang belum optimal . Tujuan penelitian ini untuk mengetahui bagaimana gambaran pemberdayaan masyarakat dalam program bank sampah di Kecamatan Serang. Teori yang digunakan yaitu mengenai Tahapan Pemberdayaan Masyarakat Menurut Wrihartnolo dan Dwidjowitjoto (2007:101) Penyadaran, Pengkapasitasan, dan Pendayaan. Metode yang digunakan yaitu metode kualitatif deskriptif. Teknik pengumpulan data yang digunakan oleh peneliti adalah wawancara, observasi, dan studi dokumentasi. Teknik analisis yang digunakan peneliti yaitu teknik analisis dari Miles dan Huberman. dalam menguji validasi data peneliti menggunakan metode Triangulasi. Hasil dari penelitian ini menunjukan bahwa pemberdayaan masyarakat dalam program bank sampah di Kecamatan Serang ini belum berjalan dengan optimal, karna kurangnya sumber daya, koordinasi dan tingkat kesadaran masyarakat yang kurang peduli terhadap lingkungan dalam hal ini sampah. Kurangnya sosialisasi dan tingkat kesadaran dari masyarakat menjadi faktor penghambat optimalnya program pemberdayaan bank sampah ini. Peneliti menyarankan agar Masyarakat hendaknya di beri motivasi untuk dapat bergerak lebih aktif dan inovatif, melalui sosialisasi dan penyuluhan, masyarakat di bekali pengetahuan sehingga dalam pelaksanaan program masyarakat lebih berdaya dan lebih dekat dengan lingkungan sekitar mereka. Alhasil kebanggaan, keberhasilan, dan kebersihan mereka raih dengan upaya partisipasi masyarakat yang berbuah manis terhadap peningkatan derajat kesejahterahan masyarakat. The background of this research is the lack ofcommunity participation, the results of the waste bank craft that have not been promising, the management of financial administration is not yet effective, the coordination is not optimal. The purpose of this study is to find out how the description of community empowerment in the waste bank program in Serang District is. The theory used is about the stages of community empowerment according to Wrihartnolo and Dwidjowitjoto (2007:101) Awareness, Capacity Building, and Empowerment. The method used is descriptive qualitative method. Data collection techniques used by researchers are interviews, observation, and documentation studies. The analytical technique used by the researcher is the analytical technique of Miles and Huberman. In testing the data validation, the researcher used the Triangulation method. The results of this study indicate that community empowerment in the waste bank program in Serang District has not run optimally, due to lack of resources, coordination and the level of public awareness that is less concerned about the environment in this case waste. The lack of socialization and the level of awareness from the community are the inhibiting factors for the optimal empowerment of this waste bank program.Researchers suggest that the community should be motivated to be able to move more actively and innovatively, through socialization and counseling, the community is equipped with knowledge so that in implementing the program the community is more empowered and closer to their surroundings. As a result, they achieve pride, success, and cleanliness with community participation efforts which have sweet fruit in increasing the degree of community welfare.
