Abstract
Procurement of goods / services electronically, or e-procurement is the procurement of goods / services that are implemented using information technology and electronic transaction in accordance with the statutory provisions peundang. The Electronic Procurement Service called LPSE is a unit of the Ministry / Agency / SKPD / Agencies in charge of implementing the service system of procurement of goods / services electronically. To overcome this, the government issued a policy in the procurement system called the Electronic Procurement Service (LPSE). The problems addressed in this study is how the effectiveness of E-Procurement According to Employees And Bidders On Highways Division Public Works Department City of Serang. The method used in this research is quantitative research methods. Data collection techniques used in this study using questionnaires and interviews. The process of data analysis was done with editing, coding and tabulas. While the data validity is tested through SPSS so that the data presented is valid data. The results showed that the effectiveness of E- Procurement by employee with the understanding reached high enough value Effectiveness and Effectiveness of E-Procurement by the Bidder with the understanding reached high enough value effectiveness. But on the whole it can be said that the effectiveness of E-Procurement by clerks and Bidders On Highways Division Public Works Department City of Serang 2014 are already well underway. | Additional Information: | Pengadaan barang/jasa secara elektronik atau e-procurement adalah pengadaan barang/jasa yang dilaksanakan dengan menggunakan teknologi informasi dan transaksi secara elektronik sesuai dengan ketentuan peundang-undangan. Adapun Layanan Pengadaan Secara Elektronik yang disebut LPSE adalah unit kerja Kementerian/Lembaga/Satuan Kerja Perangkat Daerah/Instansi yang bertugas melaksanakan sistem pelayanan pengadaan barang/jasa secara elektronik. Untuk menanggulangi hal tersebut maka pemerintah mengeluarkan suatu kebijakan dalam sistem pengadaan yang disebut dengan Layanan Pengadaan Secara Elektronik (LPSE). Permasalahan yang dibahas dalam penelitian ini adalah Bagaimana Efektivitas E-Procurement Menurut Pegawai Dan Peserta Lelang Pada Bidang Bina Marga Dinas Pekerjaan Umum Kota Serang. Metode yang digunakan dalam penelitian ini metode penelitian kuantitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini menggunakan Kuesioner dan Wawancara. Proses analisis data dilakukan dengan editing, coding dan tabulas. Sedangkan validitas data diuji melalui SPSS sehingga data yang disajikan merupakan data yang valid. Hasil penelitian menunjukkan bahwa Efektivitas E-Procurement menurut Pegawai dengan pengertian mencapai nilai Efektivitas yang cukup tinggi dan Efektivitas E- Procurement menurut Peserta Lelang dengan pengertian mencapai nilai Efektivitas yang cukup tinggi. Namun secara keseluruhan dapat dikatakan bahwa Efektivitas E-Procurement menurut Pegawai dan Peserta Lelang Pada Bidang Bina Marga Dinas Pekerjaan Umum Kota Serang Tahun 2014 sudah berjalan dengan baik. | |||||||||
