Abstract

The background of this research are services and facilities different which is accepted by some participants of BPJS Employment in Tangerang city, also lack of socialization received by labor regarding the program, the function and the purpose of BPJS Employment program. The purpose of this research was to determine the implementation of BPJS Employment Program in Tangerang city. The theory used are Mazmanian and Paul Sabatier theory by the indicator whether the problems are easy or not to controlled by several sub indicators theory and technology, behavior variety and group target and the rate of change which is controlled; the ability of policy to structure the implementation process with sub indicators clarity and consistency purpose, the used of causal theory, the accuracy of fund allocation, the accuracy of the hierarchy between institution implementer and the recruitment of functionary implementer;, and the variable beyond the policy that influence the Implementation process by the sub indicators socioal condition, economic and technology, public support, attitude and resource from constituents, the support of higher functionary and commitand leadership qualities of functionary implementer. Data collection techniques used include observation, interviews, and documentation. From the results of this research obtained Implementation of BPJS Employment Program in Tangerang City from all the interview result with the informants. So, researcher concluded that the implementation of BPJS Employment Program still has not running well, because some variable factors that indicate support in the filed has not maximal yet

Additional Information:	Latar belakang penelitian ini adalah perbedaam pelayanan dan fasilitas yang masih diterima oleh beberapa orang dari peserta BPJS Ketenagakerjaan yang ada di Kota Tangerang, juga kurangnya sosialisasi yang diterima oleh tenagakerja mengenai program, fungsi dan tujuan dari program BPJS Ketenagakerjaan. Tujuan dari penelitian ini adalah untuk mengetahui Implementasi Program BPJS Ketenagakerjaan di Kota Tangerang. Teori yang digunakan adalah teori Mazmanian dan Paul Sabatier dengan indikator mudah tidaknya masalah tersebut dikendalikan dengan beberapa sub indikatornya dukungan teori dan teknologi, keragaman perilaku dan kelompok sasaran dan tingkat perubahan yang dikendalikan; kemampuan kebijakan untuk menstruktur proses implementasi dengan sub indikator kejelasan dan konsistensi tujuan, dipergunakannya teori kausal, ketepatan alokasi sumber dana, ketepatan hirarki antar lembaga pelaksana dan perekrutan pejabat pelaksana; dan variabel di luar kebijakan yang mempengaruhi proses implementasi dengan sub indikatornya kondisi sosio, ekonomi dan teknologi, dukungan publik, sikap dan sumber daya dari konstituen, dukungan pejabat yang lebih tinggi dan komitmen dan kualitas kepemimpinan dari pejabat pelaksana. Teknik pengumpulan data yang digunakan diantaranya melalui observasi, wawancara, dan dokumentasi. Dari hasil penelitian ini diperoleh Implementasi Program BPJS Ketenagakerjaan di Kota Tangerang Dari semua hasil wawancara dengan informan yang peneliti temui, maka peneliti menyimpulkan bahwa implementasi program BPJS Ketenagakerjaan masih belum berjalan dengan baik, karena beberapa faktor variabel yang menunjukkan belum maksimalnya dukungan di lapangan.
