Abstract

Anneke Rice, 061484. Pengaruh Penerapan Electronic Government Terhadap Efektivitas Kerja Pegawai di Biro Perencanaan Kementerian Hukum dan HAM RI, Program Studi Ilmu Administrasi Negara Fakultas Ilmu Sosial dan Ilmu Politik Universitas Sultan Ageng Tirtayasa. Gandung Ismanto,S.Sos, M.M dan Rini Handayani, S.Si. Fokus penelitian ini adalah pengaruh penerapan e-government terhadap efektivitas kerja pegawai di Biro Perencanaan Kementerian Hukum dan HAM RI, yang mana Biro Perencanaan ini adalah sebagai pembut situs pusat Kementerian Hukum dan HAM RI. Tujuan penelitian ini adalah untuk mengetahui seberapa besar pengaruh penerapan e-government terhadap efektivitas kerja pegawai di Biro Perencanaan Kementerian Hukum dan HAM RI. Metode yang digunakan dalam penelitian ini adalah kuantitatif dengan pendekatan asosiatif. Populasi dalam penelitian ini adalah 67 orang dan semuanya dijadikan sampel. Uji validitas digunakan untuk sah atau valid tidaknya suatu kuesioner, untuk uji validitas instrumen egovernment dan instrumen efektivitas kerja dinyatakan valid, karena r hitung lebih besar dari r tabel, di mana didapatkan r-tabelnya adalah 0,235. Begitu untuk menganalisa data digunakan rumus korelasi produk momen. Berdasarkan hasil penelitian, menunjukkan bahwa pengaruh penerapan e-government terhadap efektivitas kerja pegawai di Biro Perencanaan Kementerian Hukum dan HAM RI adalah sangat kuat. Hasil perhitungan menyatakan bahwa hubungan e-government terhadap efektivitas kerja pegawai sebesar 0,996 berdasarkan perolehan perhitungan rumus koefisien korelasi produk momen. Sedangkan hipotesis yang menyatakan bahwa terdapat pengaruh antara penerapan e-government terhadap efektivitas kerja pegawai di Biro Perencanaan Kementerian Hukum dan HAM RI dapat diterima. Penyebab pengaruh penerapan e-government yang sangat kuat terhadap efektivitas kerja, adalah sarana dan prasarana e-government yang sudah memadai di Biro Perencanaan Kementerian Hukum dan HAM RI, sehingga terciptalah suatu lingkungan dan budaya kerja organisasi yang menginginkan segala pelaksanaan tugas secara cepat dan praktis. Selain itu, para pegawai merasa mampu melaksanakan kerja dan bertanggung jawab terhadap tugasnya di Biro Perencanaan Kementerian Hukum dan HAM RI. Saran peneliti berdasar penelitian ini adalah selanjutnya diharapkan Biro Perencanaan Kementerian Hukum dan HAM RI merekrut SDM yang berkompeten dalam menjalankan operasional berbasis teknologi informasi dan komunikasi sebagai dukungan terhadap pengembangan e-government di masa sekarang dan yang akan datang. The purpose of this study was to determine how much influence the implementation of e-government on the effectiveness of employees working in the Bureau of Planning Ministry of Justice and Human Rights. The method used in this research is quantitative with associative approach. The population in this study were 67 people and all be sampled. Validity test is used for legitimate or valid whether or not a questionnaire, to test the validity of e-government instruments and instruments of the effectiveness of otherwise valid, because r r count is greater than the table, where the obtained rtable is 0.235. Once the data used to analyze the product moment correlation formula. Based on research results, indicate that the effect of implementing egovernment on the effectiveness of employees working in the Bureau of Planning Ministry of Justice and Human Rights is very strong. The calculation result states that the impact of e-government on the effectiveness of employee activity at 0.996 based on cost calculation of product moment correlation coefficient formula. While the hypothesis that there is influence between the implementation of egovernment on the effectiveness of employees working in the Bureau of Planning Ministry of Justice and Human Rights is acceptable. The cause of the influence of implementing e-government are very strong on the effectiveness of the work, are the tools and e-government infrastructure that was adequate in the Bureau of Planning Ministry of Justice and Human Rights, thus create an environment and work culture of an organization that wants all the tasks in a fast and practical. In addition, the employees feel capable of performing the work and are responsible for duties in the Bureau of Planning Ministry of Justice and Human Rights. Suggestions based researcher of this study is further expected to Bureau of Planning Ministry of Justice and Human Rights to recruit the human competent in carrying out operations based on information technology and communication in support of e-government development in the present and future.
