Abstract

In a study entitled Performance of Transportation, Communications and Information City of Serang in the Management of parking at Serang City Town Square which aims to determine Management Sector of parking by the Department of Transportation, Communication and Information or Technical Implementation Unit (UPT) Parking in Serang City around the town square. However, in fact the researchers found that there was still the parking officer who violates the rules by changing the parking levy rates, there was not maximal implementation of the guidance provided by the Parking Unit to all parking attendants, and the absence of strict sanctions given to parking attendants who commit infringement. This study used the theory of Kumorotomo. It is about four indicators which are efficiency, effectiveness, Justice and responsiveness which uses descriptive method with qualitative approach. As a result of the research, it showed that the indicators of efficiency were not running optimally due to the implementation of development programs was not efficiently given by all the parking attendants. In addition, the indicator of effectiveness has not run optimally because all training programs haven’t conducted yet by the Unit of Technical Implementation to the parking attendants, causing the occurrence of fraud by parking attendants. The next issue of justice indicator that were all parking attendants have not received guidance program from UPT parking. The last obstacle in the program of the Department of Transportation, Communication and Information Serang was the responsiveness that has not done the control optimally of the infringement in a parking lot in the town square of Serang City. The suggestion from researchers is that expecting the Parking Unit can perform their duties in accordance with regulations to the parking attendants sustainably and optimally.
