Abstract
Ellen Elvamia NIM 6662112096 Skripsi Pengaruh Kredibilitas Penyuluh Dinas Sosial Kota Serang terhadap Tingkat Pemahaman Masyarakat pada Program Rehabilitasi Sosial Rumah Tidak Layak Huni”. Pembimbing I : Dr. Naniek Afrilla F, S.Sos. M.Si dan Pembimbing II : Burhanudin, M.Si RS-RTLH adalah program yang diperuntukkan kepada rumah tangga miskin (RTM), yang memiliki rumah tidak memenuhi standar untuk dihuni. Dengan maksud agar mereka dapat meningkatkan taraf kehidupan secara wajar dan memiliki hunian yang memenuhi standar. Dalam penelitian ini peneliti menggunakan dua teori yaitu teori kredibilitas sumber dan teori kemungkinan elaborasi yang bertujuan untuk mengukur seberapa besar kredibilitas penyuluh Dinas Sosial Kota Serang dalam menjalankan program RS-RTLH kepada masyarakat, mengukur tingkat pemahaman masyaarakat mengenai program RSRTLH, dan juga mengukur pengaruh kredibilitas penyuluh Dinas Sosial Kota Serang terhadap tingkat pemahaman masyarakat pada program rehabilitasi social rumah tidak layak huni. Hal tersebut dilakukan agar dapat meningkatkan kesejahteraan sosial penduduk miskin melalui pemberian kepada yang bersangkutan untuk berpartisipasi aktif dalam melaksanakan kegiatan secara swakelola, serta melestarikan hasil pencapaian kegiatan secara mandiri dengan pembiayaan dari Anggaran Pendapatan dan Belanja Negara (APBN), hibah dalam negeri, Anggaran Pendapatan dan Belanja Daerah (APBD) Provinsi dan APBD Kota/Kabupaten maupun sumber dana lain yang tidak mengikat. Adapun metode yang digunakan adalah kuantitatif deskriptif, dengan populasi penelitian berjumlah 100 orang dan diambil sampel sebanyak jumlah populasi yang biasa disebut pula sampel jenuh atau sensus. Penelitian dilakukan pada para penerima bantuan program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH) di Dinas Sosial Kota Serang tahun anggaran 2016. Data dikumpulkan dengan angket dan dianalisis menggunakan aplikasi SPSS versi 24. Bedasarkan hasil penelitian dapat disimpulkan bahwa : 1) terdapat pengaruh yang signifikan antara kredibilitas penyuluh Dinas Sosial Kota Serang terhada tingkat pemahaman masyarakat pada program rehabilitasi social rumah tidak layak huni, 2) Pengaruh kredibilitas Penyuluh Dinas Sosial Kota Serang Tehadap Tingkat Pemahaman Masyarakat Pada Program Rehabilitasi Sosial Rumah Tidak Layak Huni Kota Serang sebesar 39,2% sementara sisanya sebesar 60,8% dijelaskan oleh sebab dan faktor lain diluar variabel yang peneliti bahas dalam penelitian ini. Precepcor I : Dr. Naniek Afrilla F, S.Sos. M.Si and Precepcor II : Burhanudin, M.Si RS-RTLH is a program dedicated to poor households (RTM), which have a home that does not meet the standards to live in. With the perpose that they can raise the standard of living fairly and have standard occupancy. In this research, the researcher uses two theories, the first is the theory of source credibility and elaboration probability theory which aims to measure how big the credibility of the Social Extension Officer Regional Serang in running the RS-RTLH program to the public, to measure the level of understanding of the RS-RTLH program, the credibility of the Social Extension Officer Regional Serang to the level of public understanding on the social rehabilitation program and search about how the credibility of the Social Extension Officer Regional Serang. This is done in order to improve the social welfare of the poor through the provision of those concerned to participate actively in carrying out activities on a self-managed basis, as well as preserving the achievement of activities independently with the financing of the State Budget (APBN), domestic grants, the Revenue Budget and Regional Expenditure (APBD) Provincial and APBD Kota / Kabupaten as well as other non-binding funding sources. The method used is quantitative descriptive, with the research population amounted to 100 people and sampled as much as the number of populations commonly called also samples saturated or census. The research was conducted on the beneficiaries of the program of Social Rehabilitation of Unfit Homes (RS-RTLH) in Serang City Social Office for budget year 2016. Data were collected by questionnaire and analyzed using SPSS version 24. Based on the research result, it can be concluded that: 1) which is significant between the credibility of the extension of the Social Office of the City of Serang to the level of community understanding on the social rehabilitation program is unfit for habitation, 2) The influence of the credibility of the Social Service Coordinator of the Serang City Municipality to the Level of Public Understanding on the Social House Rehabilitation Program Unfit for the City of Serang by 39.2% while the rest of 60,8% is explained by cause and other factor outside of variable which researcher in this research.
