Abstract

This thesis discusses the Cilegon City Regional Regulation No. 10 Year 2012 on the Management of Corporate Social Responsibility which has long passed but not implemented yet due to constrained political factors and the difference between the content and substance of the local regulations in Cilegon Mayor Regulation No. 3 of 2011 on the Establishment of Organization and Work Procedures Cilegon Corporate Social Responsibility mainly in terms of stewardship and financing operations. The purpose of this study was to investigate the implementation of legislation related to management of Corporate Social Responsibility in the city of Cilegon. This research method is qualitative with normative juridical approach, and using the interview as a data supplement and balance information in the analysis. The results showed a lack of effective formation of local regulations that have been ratified. Suggestions researchers, to immediately revoke the Mayor Regulation No. 3 of 2011 on the Establishment of the Organization and Work Procedure Cilegon Corporate Social Responsibility and create new mayor Regulations as the implementing regulations on Local Regulation on Corporate Social Responsibility that the content and substance of direction

Tesis ini membahas tentang Peraturan Daerah Kota Cilegon Nomor 10 Tahun 2012 tentang Pengelolaan Tanggung Jawab Sosial Perusahaan yang telah lama disahkan namun belum dapat dilaksanakan karena terkendala faktor politis dan perbedaan isi dan substansi antara peraturan daerah tersebut dengan Peraturan Walikota Cilegon Nomor 3 Tahun 2011 tentang Pembentukan Organisasi dan Tata Kerja Cilegon Corporate Social Responsibility terutama dalam hal kepengurusan dan pembiayaan operasionalnya. Tujuan dari penelitian ini adalah untuk mengetahui pelaksanaan Peraturan perundang–undangan terkait Pengelolaan Tanggung Jawab Sosial Perusahaan di Kota Cilegon. Metode penelitian ini yaitu kualitatif dengan pendekatan yuridis normatif, dan menggunakan interview sebagai pelengkap data dan penyeimbang informasi dalam melakukan analisis. Hasil penelitian menunjukkan kurang efektifnya pembentukan peraturan daerah yang telah disahkan tersebut. Saran peneliti, agar segera mencabut Peraturan Walikota Nomor 3 Tahun 2011 tentang Pembentukan Organisasi dan Tata Kerja Cilegon Corporate Social Responsibility dan membuat Peraturan Walikota yang baru sebagai peraturan pelaksana atas Peraturan Daerah tentang Tanggung Jawab Sosial Perusahaan yang isi dan substansinya searah.
