Abstract

Environmental pollution that affect the dangers of climate change largely contributed from industrial activities that are not environmentally friendly. Industrial waste could threaten the survival of mankind if not managed properly. In addressing the phenomenon government attempted to cope with the various regulatory policies. Policies are made in the province of Banten one set in Banten Provincial Regulation No. 10 of 2012 on the Protection and Environmental Management. The regulation is the focus of study in research. The purpose of this study was to determine the protection and management of the environment in all aspects of planning, control, maintenance and surveillance done at PT Indonesia Power Suralaya. Then, to know the resistance and the support and efforts to overcome the problems in the implementation of the Banten Provincial Regulation No. 10 of 2012 in PT Indonesia Power Suralaya. The theory is used as a reference of analysis, policy implementation model Edward III. The method used is a qualitative approach in the form of case studies with research model is an explanatory. The results showed that, (1 ) the protection and management of the environment in terms of planning, has not been fully completed by the Government of Banten (BLHD ) and by Suralaya, there are still many complaints of the local residents and has not complied with the rules of the Regional Regulation No. 10 Year 2012. Aspect Control is still problematic, because people are still complaining about the threat of contamination from hazardous waste such as coal ash residue burning power plants Suralaya. Aspect Maintenance has not been finally and completely performed by Suralaya. Meanwhile, the community has not made a complaint pursuant applicable procedures and the complaint is not lodged in the related parties. Aspect Control, there are no problems at the power plant that found the government, while many citizens complain but had not complained to the local government. Support in the implementation of the Banten Provincial Regulation No. 10 of 2012, namely, position Suralaya region in conducting development and activity has been within the rules. For maximal barrier is lack of supervision conducted by the Provincial Government of Banten (BLHD ) due to limited resources officials of the Regional Environment (PPLHD ) standardized in accordance with Law No. 32 of 2009 on the protection and management of the environment.

Additional Information:	Pencemaran lingkungan hidup yang mempengaruhi bahaya perubahan iklim sebagian besar disumbangkan dari aktivitas industri yang tidak ramah lingkungan. Limbah industri bisa mengancam kelangsungan hidup manusia jika tidak dikelola dengan baik. Dalam menyikapi fenomena tersebut pemerintah berupaya menanggulanginya dengan berbagai regulasi kebijakan. Kebijakan yang dibuat di Provinsi Banten salah satunya di atur dalam Peraturan Daerah Provinsi Banten No. 10 Tahun 2012 Tentang Perlindungan dan Pengelolaan Lingkungan Hidup. Regulasi tersebut menjadi fokus kajian dalam penelitian. Adapun tujuan penelitian yaitu untuk mengetahui perlindungan dan pengelolaan lingkungan hidup pada aspek perencanaan, pengendalian, pemeliharaan dan pengawasan yang dilakukan pada PT Indonesia Power PLTU Suralaya. Kemudian, untuk mengetahui hambatan dan dukungan serta upaya-upaya untuk mengatasi permasalahan dalam Implementasi Perda Provinsi Banten Nomor 10 Tahun 2012 di PT Indonesia Power PLTU Suralaya. Teori yang digunakan sebagai rujukan analisis yaitu model implementasi kebijakan Edward III. Metode penelitian yang digunakan adalah pendekatan kualitatif dalam bentuk studi kasus dengan model penelitian bersifat eksplanatif. Hasil penelitian menunjukan bahwa, (1)perlindungan dan pengelolaan lingkungan hidup dalam hal perencanaan, belum sepenuhnya tuntas dilakukan oleh Pemerintah Provinsi Banten (BLHD ) dan oleh PLTU Suralaya, masih banyak keluahan dari warga sekitar dan belum sepenuhnya memenuhi aturan Peraturan Daerah No. 10 Tahun 2012. Aspek Pengendalian juga masih bermasalah, karena warga masih mengeluhkan ancaman pencemaran dari limbah berbahaya berupa abu batubara sisa pembakaran pembangkit listrik PLTU Suralaya. Aspek Pemeliharaan belum tuntas dan menyeluruh yang dilakukan oleh PLTU Suralaya. Sementara, pihak masyarakat belum melakukan pengaduan sesuai prosedur yang berlaku dan keluhannya tidak diadukan pada pihak terkait. Aspek Pengawasan, tidak ditemukan masalah di PLTU yang ditemukan pemerintah, sementara warga banyak mengeluhkan tetapi belum mengadu kepada pemerintah daerah. Dukungan dalam implementasi Perda Provinsi Banten No 10 Tahun 2012 yaitu, Posisi wilayah PLTU Suralaya dalam melakukan pembangunan dan aktivitasnya sudah sesuai aturan. Untuk hambatannya adalah kurang maksimalnya pengawasan yang dilakukan oleh Pemerintah Daerah Provinsi Banten (BLHD ) yang disebabkan keterbatasan sumberdaya Pejabat Pengawas Lingkungan Hidup Daerah (PPLHD ) yang terstandarisasi sesuai UU No. 32 tahun 2009 tentang perlindungan dan pengelolaan lingkungan hidup.
