Abstract
Civil education is the part of knowledge that in principle framework of education in the character building and it has a fundamental nature in coaching in human. Social liferequires standar device that universal nature and it can build human civilization towards a better life. Civil education is a self adjustment education that requires some materials form value, norm, and moral that they requires. Value, norm and moral are able to absorbed well by it self as controlles and personality building when entering the board life. However, civil education learning in the school‟s environment is not produce what to expect. Many problems encountered, especially low motivation from the students to learning seriously in civil education learning process. Then, on of the efforts from the teacher is applying the learning strategy more directed and more focused, that is Student Teams Achievement Division (STAD) learning model, especially in the material of central goverment and local government. The instruments used in this research is observation and the result of the student. The classroom action research implemented for 2 cycles. Applying, STAD learning model proved to be veery effevtive can improve the students learning result. The student average score in pre-cycle 44%, cycle I, 72% and cycle II 100%. Based on the data above it can be conclude that the classroom action research title. Applying student teams achievement division‟s learning model in civil education learning to improving learning motivation and understanding material of central government and local government in the six-th grade of SDIT El-Syarief appropriated and relevant with the require of the expected.

| Additional Information: | Pendidikan Kewarganegaraan (PKn) adalah bagian dari pengetahuan sosial yang secara prinsip merupakan pendidikan dalam kerangka pembentukan karakter (character building) dan memiliki sifat mendasar dalam pembinaan umat manusia. Kehidupan bermasyarakat memerlukan perangkat standar yang bersifat universal dan dapat membangun peradaban manusia ke arah yang lebih baik. Pendidikan Kewarganegaraan (PKn) ini adalah pendidikan penyesuaian diri (self adjustment education) memerlukan materi berupa nilai, norma, dan moral yang sangat mereka butuhkan. Nilai, norma dan moral ini bila mampu diserap dengan baik dengan sendirinya akan berperan sebagai sebuah pengendali dan pembentuk kepribadian dirinya saat memasuki kehidupan yang luas. Namun, pembelajaran PKn di sekolah tidak serta merta menghasilkan apa yang diharapkan. Banyak sekali masalah yang dihadapi, utamanya adalah kurangnya motivasi dari siswa untuk belajar serius mengenai PKn. Maka, salah satu upaya yang dilakukan oleh guru adalah dengan menerapkan strategi pembelajaran yang lebih terarah dan fokus, yaitu model pembelajaran Student Teams Achievements Division (STAD) khususnya untuk materi Pemerintahan Pusat dan Pemerintahan Daerah.Instrumen yang digunakan dalam penelitian ini adalah observasi dan hasil belajar siswa. Penelitian tindakan kelas dilaksanakan selama II siklus. Penerapan model pembelajaran STAD terbukti efektif dapat meningkatkan hasil belajar siswa. Nilai rata-rata siswa pada prasiklus 44%, Siklus I 72%, siklus II 100%. Berdasarkan data-data tersebut di atas dapat disimpulkan bahwa penelitian tindakan kelas yang berjudul Penerapan Model Pembelajaran Student Teams Achievements Division (STAD) Dalam Pembelajaran PKn Untuk Meningkatkan Motivasi Belajar dan Pemahaman Materi Pemerintahan Pusat dan Pemerintahan Daerah di Kelas VI SDIT.
