Abstract
Strategic efforts spread by the Government of Cilegon in overcoming the city’s waste problem is to encourage the civilians to reduce the amount of the trash from the very source through the program of trash bank. To get to know more of this program, it is done the evaluations upon waste management through the courses of namely trash bank. This research aims: (1) knowing how effective is the waste management through trash bank courses done by DKP of Cilegon City; (2) evaluating the policy of waste management through the program namely trash bank done by DKP of Cilegon City. Research population determined at 598 number of people, sample at 86 respondents and 35 informants with the object location is in Cilegon City. This research was going from December 2015 to May 2016. The method used is mixed methods with the description level of explanation. Research use evaluation criteria offered by William N. Dunn that includes 6 points of evaluation, effectiveness, efficiency, adequacy, distribution, responsiveness and accuracy. The result of this research shows: (1) the course of waste management of Cilegon City through the program of namely trash bank is clasified as good (61,38%); (2) Although the overall program can be clasified as good, the expected outcome is yet to achieve, especially in the matter of efficiency, ditribution and responsiveness

| Additional Information: | Upaya strategis yang dilakukan oleh Pemerintah Cilegon dalam mengatasi persoalan sampah adalah dengan mendorong partisipasi warga dalam pengelolaan sampah dengan melakukan reduksi sampah di sumbernya yaitu melalui program bank sampah. Untuk mengetahui kebijakan pengelolaan sampah melalui program bank sampah di Kota Cilegon, dilakukan evaluasi kebijakan pengelolaan sampah melalui program bank sampah. Tujuan penelitian : (1) mengetahui seberapa besar kebijakan pengelolaan sampah melalui program bank sampah pada DKP Kota Cilegon; (2) mengevaluasi kebijakan pengelolaan sampah melalui program bank sampah pada DKP Kota Cilegon. Populasi penelitian sebanyak 598 orang, sampel sebanyak 86 responden dan 35 informan dengan lokasi penelitian yaitu Kota Cilegon. Penelitian di laksanakan pada bulan Desember 2015 - Mei 2016. Metode yang digunakan yaitu mixed methods dengan tingkat pemaparannya yaitu ekplanasi. Penelitian menggunakan kriteria evaluasi William N. Dunn dengan 6 kriteria evaluasi, yaitu efektifitas, efisiensi, kecukupan, perataan, responsifitas, dan ketepatan. Hasil evaluasi yang di dapatkan yaitu: (1) kebijakan pengelolaan sampah melalui program bank sampah yang di laksanakan Dinas Kebersihan dan Pertamanan Kota Cilegon termasuk dalam kategori baik (61,38%); (2). Walaupun secara keseluruhan kebijakan pengelolaan sampah melalui program bank sampah termasuk dalam kategori baik namun belum maksimal memberikan hasil sesuai yang diharapkan, terutama untuk kriteria efisiensi, perataan, dan responsifitas. | |||||||||
