Abstract

The public wants the entertainment business organizers do not have social impacts in the form of friction with the religious norms and values of the local culture. The public demands is also the impact of not following the regulation in entertainment policy. The research want to know how the pattern of sectoral coordination that support the achievement of policy objectives. The purpose of this study is to determine the pattern of coordination between sectors involved in entertainment policy. The study took Donald Van Metter dan Carl Van Horn model since tourism is a multi-sector activities, the activities of communication and coordination between agencies as a sub-system needs to be identified.This study used a qualitative method to describe the meanings behind the phenomena of the sectoral coordination pattern which support the achievement of policy objectives. Data analysis using interactive analysis techniques from Miles and Huberman. The study found that the issuance of permit in entertainment bussiness is still constrained legal basis. This can be a factor of the tourism policy failure. So it becomes a factor of dissatisfaction over the performance of public services in tourism program. The pattern of sectoral coordination in the policy of the entertainment license is Interinstitusional coordination which is the coordination between the various units that have an interest in a multipurpose project or specific products together. Coordination of licensing services between Department of Culture and Tourism with Integrated Licensing Agency and Investment. Coordination for supervision and control between Department of Culture and Tourism, Integrated Licensing Agency and Investment and Civil Service Police Unit.

Aspirasi masyarakat ingin agar penyelenggara usaha hiburan tidak menimbulkan dampak sosial berupa pergesekan dengan norma agama dan tata nilai budaya lokal. Tuntutan masyarakat tersebut juga merupakan dampak dari tidak diikutinya aturan main dalam Perda Izin Hiburan oleh para pengusaha hiburan. Pertanyaan penelitian ini adalah bagaimana pola koordinasi sektoral dalam mendukung pencapaian tujuan kebijakan. Tujuan penelitian ini untuk mengetahui pola koordinasi antar sektor yang terlibat dalam kebijakan dalam Peraturan daerah Nomor 2 Tahun 2003 tentang Izin Penyelenggaraan Usaha Hiburan. Penelitian ini menggunakan metode kualitatif yang diarahkan untuk mendeskripsikan makna yang ada dibalik fenomena yang diteliti yaitu pola koordinasi antar sektor yang terlibat dalam kebijakan. Penelitian ini menggunakan model pendekatan Donald Van Metter dan Carl Van Horn, mengingat bahwa kepariwisataan adalah kegiatan multisektor, maka aktifitas komunikasi dan koordinasi antar instansi sebagai sub sistem perlu diidentifikasi.Teknik analisa data menggunakan Analisa interaktif Miles dan Huberman. Hasil penelitian menemukan bahwa penerbitan izin penyelenggaraan hiburan di Kota Cilegon saat ini masih terkendala dasar hukum. Hal ini dapat menjadi faktor ketidakberhasilan kebijakan kepariwisataan. Sehingga menjadi faktor ketidakpuasan atas kinerja pelayanan publik Dinas Kebudayaan dan Pariwisata. Pola koordinasi sektoral dalam kebijakan izin penyelenggaraan hiburan merupakan Koordinasi Interinstitusional yaitu koordinasi antar berbagai unit kerja yang berkepentingan atas suatu proyek serbaguna atau produk bersama tertentu. Koordinasi pelayanan perizinan antara Dinas Kebudayaan dan Pariwisata bersama Badan Perizinan Terpadu dan Penanaman Modal. Koordinasi pengawasan dan pengendalian antara Dinas Kebudayaan dan Pariwisata, Badan Perizinan Terpadu dan Penanaman Modal bersama Satuan Polisi Pamong Praja.
