Vergie Putri Gayatri. 6661111413. SKRIPSI. Partisipasi Masyarakat Pesisir Dalam Program Pengembangan Kawasan Pesisir Tangguh Di Kecamatan Sumur Kabupaten Pandeglang. Pembimbing I: Riny Handayani, M.Si dan Pembimbing II: Maulana Yusuf, M.Si. Program Studi Ilmu Administrasi Publik. Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Program Pengembangan Kawasan Pesisir Tangguh (PKPT) adalah kegiatan pembangunan wilayah kawasan pesisir berbasis pemberdayaan masyarakat. Tujuannya adalah untuk meningkatkan kesejahteraan masyarakat pesisir dan kesiapan terhadap bencana dan perubahan iklim.Tujuan penelitian ini adalah untuk mengetahui Partisipasi Masyarakat dalam program Pengembangan Kawasan Pesisir Tangguh (PKPT) di Kecamatan Sumur. Teori yang digunakan dalam penelitian ini adalah teori partisipasi dari Cohen dan Uphoff (Ulifah, 2003:23) dan Teori pendukung adalah teori derajat partisipasi menurut Arnstein. Metode penelitian yang digunakan yaitu kualitatif dengan teknik observasi dan wawancara. Teknik analisis data Miles and Huberman. Hasil penelitian dapat disimpulkan partisipasi masyarakat pesisir dalam Program Pengembangan Kawasan Pesisir Tangguh di Kecamatan Sumur belum optimal karena beberapa faktor, rendahnya kesadaran masyarakat akan pemahaman program ini merupakan program swadaya, rendahnya kemampuan masyarakat dalam tertib administrasi, dan kesibukan masing – masing anggota yang menghambat proses kegiatan. Kurangnya pemahaman masyarakat terkait 5 bina yang menjadi tujuan program PKPT ini. Saran dalam penelitian penyampaian pemahaman 5 (lima) bina yang menjadi fokus tujuan program ini, pelatihan kepada anggota kelompok masyarakat pesisir (KMP) terkait administrasi dan penguatan kelembagaan. Kata Kunci : Partisipasi Masyarakat, Pembangunan, Kelembagaan, Program Pengenmbangan Kawasan Pesisir Tangguh.

Formidable Coastal Development Program (PKPT) is a coastal area development activity based on community empowerment. The goal is to improve the welfare of coastal communities and disaster preparedness and climate change. The purpose of this study is to know the Community Participation in the Formidable Coastal Development Program (PKPT) in Sumur Sub-district. The theory used in this research is the theory of participation by Cohen and Uphoff (Ulifah, 2003: 23) and supported by ladder of participation theory by Arnstein. The research method used is qualitative with observation and interview technique along with Miles and Huberman's data analysis techniques. The result of this research can be concluded that the participation of coastal communities in the Formidable Coastal Development Program in Sumur sub-district has not been optimal due to several factors, the low awareness and the lack of public understanding about the program as a self-help program, the low capacity of the community in the administrative discipline, and time management of each member that impedes the process activities. Lack of public understanding related to the five conseling that became the objective of this PKPT program. This research suggest that the sozialitation to the entire community about this program as a self-help program is needed to increase the community awareness that they will not get personal benefits, to emphasize the delivery of understanding 5 counseling that became the focus of this program objectives.
