Abstract
Ina Pratiwi. 6661122241. Implementasi E-Hibah dan Bantuan Sosial di Biro Kesejahteraan Rakyat Provinsi Banten Indonesia termasuk salah satu Negara berkembang dengan jumlah orang kurang mampu yang cukup banyak dan tersebar di berbagai daerah. Banyaknya jumlah populasi serta tingkat pekerjaan yang tidak merata menjadikan mereka berada di bawah garis kemiskinan selama bertahun – tahun. Provinsi Banten, termasuk dalam provinsi yang baru di Indonesia. Perkembangan teknologi yang saat ini semakin canggih seharusnya membuat masyarakat dapat mengakses informasi apapun di dunia maya, termasuk untuk mencari informasi mengenai bantuan sosial yang di sediakan oleh pemerintah. Tujuan dari penelitian ini adalah untuk mengetahui Implementasi EGoverment Hibah dan Bantuan Sosial yang dilakukan oleh Biro Kesejahteraan Rakyat di Provinsi Banten. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif menggunakan beberapa langkah yaitu: Observasi, wawancara, dokumentasi serta uji validitas. Hasil penelitian menyimpulkan bahwa Biro kesejahteraan rakyat Provinsi Banten menggunakan Elemen sukses pengembangan E-Government menurut Richardus Eko Indrajit dalam konsep pelayanan publik berbasis internet dan teknologi informasi, elemen yang dimaksud ialah Support atau Dukungan pemerintah melalui sosialisasi secara merata, konsisten dan menyeluruh kepada seluruh kalangan birokrat secara khusus dan masyarakat secara umum dengan cara memberikan sosialiasasi secara merata . Capacity atau Ketersediaan SDM yang handal dan infrastuktur baik menyangkut perangkat keras (sarana dan prasarana) maupun perangkat lunak (program). Dan terakhir yaitu Value yang merupakan nilai guna atau manfaat yang didapatkan dari suatu kebijakan maupun program, sehingga masyarakat dapat memanfaatkan secara maksimal bantuan hibah dan sosial melalui website yang disediakan oleh pemerintah. The development of technology that is getting more advanced should be made public can access any information in the virtual world, including to search for information on social assistance who are prepared by the government. The purpose of this research is to know the implementation of the E-Government grants and social assistance conducted by the Bureau for the welfare of the people in Banten Province. This research uses qualitative approach with descriptive method, using several steps: observations, interview, documentation and validity test. The results of the study concludes that the Bureau for the welfare of the people of the Banten Province using elements of the success of the development of E-Government. According to Richardus Eko Indrajit said in the concept of public services based on the internet and information technology, elements that referred to is the support of the government through socialization evenly, consistent and comprehensive to all the bureaucracy, in particular and the society in general with how to provide socialization evenly. The availability of human resources and infrastructure both regarding the hardware (equipment and infrastructure) and software (program). And finally the value that is the benefit obtained from a policy or program so that the community can take advantage of the maximum grant aid and social through the website provided by the government.
