Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Dosen Pembimbing I : Listyaningsih, S.Sos.,M.Si dan Dosen Pembimbing II : Titi Stiawati S.Sos.,M.Si Latar belakang masalah penelitian ini yaitu kurangnya ekonomi keluarga, pola pikir orang tua yang masih kolot, kurangnya motivasi orang tua terhadap pendidikan. Fokus penelitian ini adalah partisipasi masyarakat dalam program wajib belajar 12 tahun di Kecamatan Petir. Penelitian ini bertujuan untuk mengetahui bagaimana partisipasi masyarakat dalam mendukung program wajib belajar 12 tahun di Kecamatan Petir. Metode yang digunakan dalam penelitian ini yaitu kualitatif. Penelitian ini menggunakan Teori Partisipasi Masyarakat Keith Davis. Teknik pengumpulan data yang digunakan yaitu dengan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukan partisipasi masyarakat dalam mendukung program wajib belajar 12 tahun di Kecamatan Petir masih kurang. Masih kurangnya keterlibatan mental dan emosi masyarakat, dalam memberikan kontribusi pemerintah belum sepenuhnya terealisasi, masih kurangnya pengawasan dan realisasi bantuan baik dana Bantuan Operasional Sekolah maupun Bantuan Siswa Miskin dan bantuan lainnya. Partisipasi masyarakat dalam mendukung program wajib belajar 12 tahun di Kecamatan Petir ini termasuk dalam tahap tanda partisipasi (degree of tokenism) yaitu partisipasi masyarakat telah didengar tetapi tidak mendapatkan jaminan bahwa pandangan mereka akan dipertimbangkan oleh pemegang keputusan. Saran dalam permasalahan tersebut yang harus dilakukan adalah perlu adanya dukungan dan kerjasama dari segenap elemen pemerintah daerah dan pemerintah desa, penyediaan sarana dan prasarana dan perlu adanya pengawasan secara terusmenerus. Kata Kunci: Partisipasi Masyarakat, Wajib belajar dan Belajar 12 Tahun.

The focus of this research is The Public Participation to support of the Twelve Year compulsory Education Program at Serang Regency Sub district of Petir. The goal of this research is to know how the public participation to support of the twelve year compulsory education program of Petir district. The method used in this research is qualitative with descriptive approach. The Research use a theory on the public participation by Keith Davis. The research used techniques in data collection are observation, interviews and documentation. The result of this research showed that the lack of public participation to support of the twelve year compulsory education program of Petir district. Still lack of mental and emotion involvement of the public, in contributing has not been fully realized, lack of supervision and realization of assistance both school operational grants and poor student’s assistance and other assistance. Public participation to support of the twelve year compulsory education program of Petir district is included in phase of the sign of participation (degree of Tokenism), that is the public participation has been heard but they lack the ability to get assurance that their opinions will be considered by power holders. Suggestions in the problems that must be done is the need for support and cooperation from all elements of local government and village government, the provision of facilities and infrastructure and the need for continuous supervision.
