Abstract
SYAIFUL RACHMAN. NIM. 6661131032. Implementasi SK Gubernur DKI Nomor 903 Tahun 2016 Tentang Pemberian Uang Penyelenggaraan Tugas dan Fungsi RT dan RW Sebagai Kerangka Kerja Pelaksanaan Qlue di Kelurahan Meruya Utara. Program Studi ilmu Administrasi Publik. Fakultas Ilmu Sosial dan Politik. S.Sos., M.Si dan Pembimbing II: Titi Stiawati, S. Sos., M.Si Qlue adalah bagian dari Jakarta Smart City, program ini telah resmi setelah di keluarkan SK Gubernur DKI tahun 2016. Qlue merupakan program yang mewadahi sarana pengaduan untuk masyarakat berbasis android dan IOS, Qlue dapat di unduh melalui play store dan app store. Aplikasi ini berguna untuk menaungi laporan masyarakat mengenai masalah sarana dan prasarana sehari-hari. Qlue diharapkan menjadi sarana pengaduan masyarkat yang efektif dan efisien. Masalah-masalah sehari–hari yang biasa di keluhkan masyarakat antara lain masalah sampah, drainse tersendat, dll. Qlue juga mengikut sertakan RW sebagai kerangka penyelenggaraanya dan langsung dibawah naungan pihak kelurahan setempat. Fungsi RW dalam hal ini untuk memaksimalkan laporan Qlue yang masuk ke pihak kelurahan. Informan penelitian ini adalah pihak kelurahan Meruya Utara, PPSU Meruya Utara, Warga Meruya Utara, Rukun warga Meruya Utara. Teori yang digunakan dalam penelitian adalah teori Implementasi (Dimensi Implementasi: komunikasi, sumber daya, disposisi, dan struktur birokrasi) dari George C. Edward dengan metode deskriptif kuantitatif. Teknik pengumpulan data dengan melakukan wawancara, observasi non partisipatif dan dokumentasi. Dalam menguji keabsahan data yaitu dengan menggunakan triangulasi dan survey. Hasil penelitian bahwa program Qlue di Kelurahan Meruya Utara belum optimal karena masih kurangnya partisipasi masyarakat untuk menggunakan program ini sehingga mengharuskan RW setempat untuk mengisi keluhan laporan secara individu, hal ini juga disebabkan karena kurangnya sosialisasi program Qlue kepada masyarakat sekitar. Saran dari penelitian ini adalah pihak kelurahan harus mensosialisikan program Qlue ini kepada masyarakat agar program ini tetap berjalan dengan adanya pasrtisipasi dari masyarakat untuk terciptanya Kota Jakarta Barat yang lebih baik lagi kedepannya. Dari masyarakat harus lebih sadar untuk merawat, tidak merusak sarana dan prasarana umum. Kata Kunci : Implementasi, Qlue, Jakarta Smart City

Sos., M.Si Qlue is a part of Jakarta Smart City. This program has been officially issued after the decree of the Governor of DKI in 2016. Qlue is a program that accommodate the complaint tool for the community based on Android and IOS, Qlue can be downloaded through play store and app store. This application is useful to overshadow public reports on the problems of facilities and infrastructures everyday. Qlue is expected to be an effective and efficient public complaint tools. Everyday problems that people complain about garbage, drainage, choking and others. Qlue also involves RW (governs people businesses in a residence) its organizing framework and directly under the auspices of the kelurahan (governs people businesses in a village) .The RW function in this case was maximized the Qlue report that input to the urban village. The informants of this research were North Meruya Kelurahan (governs people businesses in a village), North Meruya PPSU, North Meruya Residents, RW (governs people businesses in a residence) Meruya Utara. The theory was used in this research that the implementation theory (Implementation Dimension: communication, resources, disposition, and bureaucratic structures) of George C. Edward with quantitative descriptive method. The data collecting techinique was conducted interviews, non-pre-participatory obeservasi and documentation. In testing the validity of data that was used triangulation and survey. The result of the research of the Qlue program in Kelurahan Meruya Utara was not optimal because there were still a lack of community participation to use this program so it requires RW to fill the individual report complaints, it was also caused by the lack of socialization of Qlue program to the surrounding community. Suggestions of the research is the village should socialize this Qlue program to the community so that the program is still running with the participation of the community for the creation of West Jakarta City better in the future. From the community must be more aware to treat not damage public facilities and infrastructures. Keywords : Implementation, Qlue, Jakarta Smart City |
