Fokus penelitian ini adalah Efektivitas Pemanfaatan dan Pemeliharaan Prasarana Program Neighborhood Upgrading and Shelter Project Phase 2 (NUSP-2) di Kelurahan Terondol Kecamatan Serang Kota Serang. Identifikasi masalahnya yaitu tidak berjalannya tugas Kelompok Pemanfaat dan Pemelihara, belum efektifnya pemanfaatan beberapa prasarana, kurangnya partisipasi masyarakat dalam pemeliharaan. Rumusan masalahanya yaitu seberapa besar Efektivitas Pemanfaatan dan Pemeliharaan Prasarana Program Neighborhood Upgrading and Shelter Project Phase 2 di Kelurahan Terondol. Teori yang digunakan dalam penelitian ini menggunakan teori Gibson dalam Tangkilisan (2005:141). Metode yang digunakan adalah deskriptif kuantitatif. Populasi penelitian ini adalah masyarakat Kampung Kubang Apu dan Kampung Kesawon Kelurahan Terondol yang berusia 13 tahun keatas yang berjumlah 3.935 orang dengan jumlah sampel 98 orang. Pengumpulan data dilakukan dengan penyebaran kuesioner, observasi dan dokumentasi. Teknik sampling menggunakan Accidental sampling. Hasil yang didapat dalam penelitian ini adalah mencapai 68% dari angka minimal yang dihipotesiskan 65% dan masuk kategori sedang atau cukup efektif. Saran penelitian ini adalah perlu dilakukannya pengawasan oleh Dinas Perumahan Rakyat dan Kawasan Permukiman pasca pembangunan, perlu dilakukannya pembinaan kepada masyarakat terkait pemanfaatan dan pemeliharaan, Badan Keswadayaan Masyarakat perlu memaksimalkan pemanfaatan serta melakukan monitoring terkait kondisi prasarana, mensosialisasikan rencana operasional dan pemeliharaan serta meningkatkan pemahaman masyarakat mengenai program Neighborhood Upgrading and Shelter Project Phase 2. The focus of this research is the Effectiveness of Utilization and Maintenance of Infrastructure Program Neighborhood Upgrading and Shelter Project Phase 2 (NUSP-2) in Village of Terondol Subdistrict of Serang City of Serang. The problem identification is the inefficiency of Group beneficiary and caretaker's task, the ineffectiveness of the utilization of some infrastructure, the lack of public participation in maintenance. The formulation of the problem is how much is the Effectiveness of Utilization and Maintenance of Infrastructure Program Neighborhood Upgrading and Shelter Project Phase 2 in Terondol. The theory used in this study using Gibson theory in Tangkilisan (2005: 141). The method used is descriptive quantitative. The population of this study is the community of Kubang Apu Village and Kesawon Village Terondol aged 13 and above, amounting to 3935 people with a sample of 98 people. Data collection was done by questionnaire, observation and documentation. The sampling technique uses Accidental sampling. The results obtained in this study is reaching 68% of the minimum number hypothesized 65% and entered the category of moderate or quite effective. Suggestion of this research is the need of supervision by Citizenry Housing Department and Settlement Area after the development, it is necessary to do development to society related to utilization and maintenance, Community Implementing Organization need to maximize utilization and also monitoring related condition of infrastructure, socialize operational and maintenance plan and increase public understanding about Program Neighborhood Upgrading and Shelter Project Phase 2.
