Pandemi Covid-19 menyebabkan berbagai permasalahan di berbagai negara termasuk di Indonesia. Inovasi terus yang dilakukan berbagai daerah di Indonesia guna mempercepat penanganan Covid-19 dengan mengajak pemangku kepentingan lain salah satunya adalah Provinsi Jawa Barat. Kompleksitas masalah pandemi tidaklah menjadi permasalahan pemerintah semata akan tetapi dibutuhkan sinergitas bersama. Penelitian ini membahas tentang CollaborativeGovernancedalam Pembangunan Aplikasi PIKOBAR melalui Pendekatan TripleHelix Terhadap Penanggulangan COVID-19 di Jawa Barat menggunakan teori dari Ansell dan Gash collaborative governancedan teori dari Etzkowitz mengenai pendekatan triple helix yangmeliput tiga peranan pemangku kepentingan yaitu Pemerintah, Akademisi, dan Badan Usaha Swasta (Perusahaan). Metode penelitian yang digunakan adalahmetode penelitian deskriptif kualitatif. Hasil penelitian ini menunjukan bahwapenanggulangan Covid-19 di Jawa Barat dengan aplikasi PIKOBAR telah melaluiserangkaian tahapan collaborativegovernance menurut teori Ansell&Gash akan tetapi peranan ketiga pemangku kepentingan yaitu Pemerintah,Akademisi dan Perushaan dalam hasil penelitian ini menunjukan bahwa ketigapemangku kepentingan tersebut hanya menjalankan peranannya dalam kolaborasi dan tidak memenuhi indikator yang telah dijelaskan Etzkowitz. Continuous innovations are carried out by various regions in Indonesia to accelerate the handling of Covid-19 by inviting other stakeholders, one of which is the Province of West Java. The complexity of the pandemic problem is not only a government problem, but joint synergy. This study discusses Collaborative Governance in the Development of PIKOBAR Applications Through a Triple Helix Approach to COVID-19 Response in West Java using the theory of Ansell & Gash collaborative governance and the theory of Etzkowitz regarding the triple helix approach which covers three roles of stakeholders, namely the Government, Academics, and Business Entities. Private (Corporate). The research method used is descriptive qualitative research method. The results of this study indicate that the response to Covid-19 in West Java with the PIKOBAR application has gone through a series of stages of collaborative governance according to Ansell & Gash theory, but the roles of the three stakeholders, namely the Government, Academics and Companies, in the results of this study indicate that the three stakeholders only carry out their roles in collaboration and do not meet the indicators that have been described by Etzkowitz.
