Abstract

. This research is motivated by the lack of society participation in providing aspirations, the absorption of community aspirations is not accommodated, the lack of socialization to the society regarding working visits of DPRD members and development disparities between regions. The purpose of this study was to determine the application of the function of articulation and aggregation of Assembly at provincial Banten in absorbing the aspirations of the society of Lebak Kabupaten 2018. This study used a qualitative method, the data collection process was carried out by interviewing 4 members of Parliaments Banten Province Constituency Lebak, 2 staff members of the DPRD. and 10 Lebak society in which aspiration screening activities have been carried out in their area. The results of this study are the application of the function of articulation and aggregation of the interests members of the DPRD Banten Province is not optimal because the superstructure in this study has constraints on the input function, political infrastructure has a problem of lack enthusiasm from the society, the political system has problems with input, in the articulation function of this study it is a Latent stage that the interests of the society in constituency Lebak are not explicitly stated. In the context of the aggregation of the interests of the problem with the responses of members of the DPRD Banten Province referring to the Traditionalistic type where the old patterns are still used so that the problems that arise are the same as before and there is no change. The articulation function has not been optimal and the interest aggregation function has not been well demonstrated by the members of the Banten Provincial DPRD in the constituency Lebak, many policies are dominated by the executive.
